Head of Estates and Valuation

Salary: PO12 £65,424 - £69,624 p.a.

The London Borough of Waltham Forest is committed to Creating Futures, our new Corporate Strategy. This provides a fresh focus and a clear sense of direction. We are fiercely ambitious and strive continuously to make sure each and every one of our residents enjoys a quality life in London.

Effective Property and Asset Management is a key enabler of change and critical to the success of the council achieving our corporate strategy. We have restructured our service, so it is positioned for the future. We work collaboratively with all stakeholders, both across the council and externally, in driving change and making service improvements.

We are recruiting forward-thinking and innovative professionals who’ll place Property and Asset Management at the heart of the council’s broader organisational change agenda.

As we move forward to our new operating structure, a key position that we’re looking to appoint to is Head of Assets and Valuation. In this pivotal role, you will be responsible for leading the Estates and Valuation team in the delivery of corporate landlord services.

This is an ideal time for you to join us. You will be able to build, shape and develop the team from the start.  Embedding new processes and management structures to create a high performing and empowered team. You will instill a structured approach in how the team operates and is managed, with clear priorities, timelines and objectives that are outcome focused.

You’ll also be instrumental in driving the service forward to deliver greater value and efficiency through maximising income and minimising outgoings. You will be responsible for reviewing and challenging the council’s portfolios of operational property assets in the capacity of corporate landlord. This is a diverse portfolio with an approximate value of £1.2 billion and you will find that this will provide you with ample opportunity to make a tangible difference.

In achieving desired outcomes, you will work collaboratively with corporate directors to promote an understanding of asset management in all areas of the council’s estate management plans and strategy. You’ll also build awareness of how these activities actively contribute to the raising of standards across the borough.

As the council’s lead professional valuation and property management representative, you will ensure that the council complies with its statutory obligations and relevant legislation. We’ll also look to you to ensure we adhere to best practice in relation to valuations, disposals and its other responsibilities as corporate landlord.

About you

As a Member or Fellow of the Royal Institution of Chartered Surveyors with registered value designation, you will have substantial experience of managing asset management teams in a large complex corporate or public service environment.

This will come hand in hand with experience of developing a high performing team. You’ll adopt a coaching style approach that gets the very best out of people and creates a positive working environment.

You’ll also be skilled in relationship management and in developing trusted relationships with a range of stakeholders, including elected members, to deliver demonstrable outcomes and, at times, provide robust challenge.
