£49,695– £54,092 plus £2,520 pa car allowance

The Council holds an established property investment portfolio principally comprising industrial, office and retail assets valued at c. £300m and which produces an annual rental income in excess of £17m. The portfolio comprises approximately 300 ground leased and directly managed assets including The Malls shopping Centre. Rental income is a major contributor to the financial sustainability of the Council and the income received significantly exceeds that generated through the collection of Council Tax. The Property team agreed a new investment strategy in 2017, committing a further £30m to the acquisition of new investment properties to grow income. Through lease re-gearing, acquisition of head leasehold interests of properties owned by the Council and disposal of underperforming investments, the new strategy will improve asset performance to provide a long term, secure source of income. Two exciting opportunities have now arisen to join the Council’s Property team as a Principal Investment Surveyor, specialising in acquisitions and disposals or directly managed properties and re-gears.

As our Principal Investment Surveyor for directly managed properties and re-gears (including ground leases), you will enjoy all the freedom and responsibility you need to effectively manage routine and complex work, getting involved with and taking the lead on projects that grow and develop our portfolio. With excellent experience of the property market and a track record of successfully managing a commercial investment portfolio, you’re ready to bring your skills and experience to work in a dynamic and rewarding environment. You’ll be leading the way as you ensure property management and valuation work is carried out to industry best practice standards. Day-to-day, you could be managing agents, leading lease re-gearing opportunities, dealing with complex issues and managing the work of a Property Surveyor. While you’ll also relish the opportunity to get involved in complex projects and working collaboratively with colleagues, advisors and consultants.

As our Principal Investment Surveyor for acquisition, disposal and review, you will manage routine and complex work, contributing to the successful management of our commercial investment portfolio. Effective management of our property portfolio is essential to our continued success and effectiveness for the people of the borough. That begins with reviewing our portfolio, producing individual asset plans and leading on acquisitions and disposals. You’ll also relish the challenge of dealing with significant opportunities and valuing and disposing of retail, office and industrial assets via disposal and development vehicles. You will also have a clear understanding of the commercial property market, and have worked as part of a project or programme management team, being a confident communicator with great people skills and a creative, flexible approach.
