SALARY BAND: £49,242 - £59,964 pa plus HCAS

The Company:

The Royal Free London NHS Foundation Trust is the 6th largest trust in the UK, delivering care to more than 1.6 million patients each year through three main acute hospitals; Barnet, Chase Farm and the Royal Free, as well as more than 30 locations in the community, including the operation of services from Finchley Memorial Hospital and from Edgware Community Hospital. The Role:

As Senior Property Surveyor you will need to be creative and flexible as you will participate in the evolution of the Group model, working to define and deliver a ground-breaking service design that overcomes traditional organisational boundaries and instead, focuses on supporting the clinical functions with the highest standards of operational performance, compliance and commercial efficiency. 

The Group will lead, manage and be supported by local management teams in each of the trust sites, the roles and responsibilities of which will be clearly defined to ensure that there is transparency and accountability between the Group and the individual teams.

As the Royal Free are progressing with the development of the Group Model there is a need for the prospective surveyor to be adaptable to the increasing opportunity sites and assist the Strategic Development Surveyor in realising the highest value potential of all of the trust estate now and in the future.

General Requirements of the Role

  • Drive value from the Trust’s surplus assets in line with the Trust’s Long Term Financial Model.
  • Management of budgets agreed within the Trust for the work necessary to drive value from the Trust’s surplus assets. This will include costing all work to be compeleted and development of the business case/funding request.
  • To interpret and implement policy and the service priorities that drive property strategies for the health sector and wider public sector.
  • Managing major projects that could include viability and delivery advice on regeneration and ‘service specific’ development
  • Advising on the feasibility of planning permission
  • Overseeing options appraisal and viability recommendations
  • Advising generally and contributing during procurement to establish strategic partnerships
  • Implementation of geared structures to create revenue streams

The Candidate

  • Drive value from the Trust’s surplus assets in line with the Trust’s Long Term Financial Model.
  • Management of budgets agreed within the Trust for the work necessary to drive value from the Trust’s surplus assets. This will include costing all work to be compeleted and development of the business case/funding request.
  • To interpret and implement policy and the service priorities that drive property strategies for the health sector and wider public sector.
  • Managing major projects that could include viability and delivery advice on regeneration and ‘service specific’ development
  • Advising on the feasibility of planning permission
  • Overseeing options appraisal and viability recommendations
  • Advising generally and contributing during procurement to establish strategic partnerships
  • Implementation of geared structures to create revenue streams
  • Oversight of public sector strategic vehicles
  • Management of site masterplanning
  • Attendance at, providing and receiving information of a complex nature and presenting at various trust management groups and Trust Boards
  • Project management for the development of business case
  • The individual requires working knowledge of skill areas in:

  • Experience in preparation for marketing/procurement. This requires an understanding of the development process to achieve de-risking of the proposition being taken to market. The development management knowledge required includes:
  • Recommendation and selection of an appropriate professional team
  • Town planning – Local Authority frameworks and policies, SPG’s, outline and detailed consents, S106 Agreements, affordable housing requirements and viability impact. Affordable housing policy and the relationship with key worker housing.
  • Planning and design in the context of optimising service functions and maximising value, market interest and delivery.
  • Co-ordination of pre-application meetings, staturory consultee and stakeholder meetings and submission of planning applications
  • Preparing and presenting applications for planning permission;
  • Ensuring compliance with planning legislation and policy;
  • Commercial approach to negotiation of contract terms, legal and technical due diligence and overage agreements
  • Phasing and the operational and financial impacts.
  • Infrastructure requirements and impacts, sources of funding.
  • Site and legal due diligence requirements, options for securing the delivery of the required physical and financial outputs.
  • Delivery risk awareness including 3rd party agreements, rights of light and neighbour issues in general.
  • Project management skills.
  • Understand the role of specialist consultants in the professional team and procure where relevant and necessary.
  • Knowledge of Landlord and Tenant and experience in commercial leases.
  • Negotiation and detailed knowledge of documents that relate to developments including planning agreements collaboration agreements and statutory agreements.
  • Stakeholder engagement
  • Assessing land and property use requirements, including traffic and infrastructure;
  • Analysis of sales advice and development capacity advice from appointed specialist consultants
  • Managing or taking a lead role in projects, from the earliest planning stages through to completion;
  • Identifying new opportunities by conducting research and networking;
  • Interpreting complex data from various sources;
  • Drawing up, presenting and negotiating competitive proposals;
  • Analyse and produce property backed business case solutions.
  • The successful candidate will be MRICS qualified.
