About the Role

The Asset Management Service provides strategic management of the county council's property portfolio (operational and non-operational) to ensure that the organisations property holdings enable the delivery of corporate priorities and service objectives. This comprises in the region of 600 schools and 450 operational buildings. 

This role requires:
•an understanding of buildings and premises and experience of managing multiple teams across a property portfolio.
•good understanding of the operation of schools and school buildings and the application of Department for Education Design Guides and Building Bulletins.
•experience in the preparation of briefing documents for strategic and complex building projects on a wide range of public buildings with specific reference to schools.
•experience and knowledge of the delivery and management of significant capital programmes and projects.
•experience and knowledge of statutory compliance in public buildings.
•experience of prioritising and maintaining condition works across the portfolio 
•a good understanding and experience of project management on all types of buildings and the use of appropriate construction methods and techniques; especially new build, extensions, maintenance, refurbishment and life cycle management of school buildings 
This post provides leadership and coordination role including:
•development of the schools capital programmes (basic need expansions and premise condition projects) to enable the council to meet its statutory duty to provide sufficient school places as an education authority with a specific emphasis on the SEND programme
•detailed condition surveys to identify priority works and inform the development of the schools and corporate property capital investment programme
•periodic statutory compliance audits of county council premises to identify, recognise and address gaps in operating procedures to premises

The Asset Management Service provides strategic management of Lancashire County Council's property portfolio to ensure that the organisations property holdings enable the delivery of corporate priorities and service objectives. The successful candidate will provide leadership and coordination within the team including: development of the SEND schools capital programme, non-schools capital programme, statutory premise compliance audits, and premise condition surveys.

Skills and Experience

Experience of working with and/or within local authorities, schools or academies 

Experience of working with multi stakeholders (internal and external to the organisation)

Experience of and a practical understanding of project management on construction projects and programmes.

Essential: Qualified MRICS – Chartered Member – Royal Institution of Chartered Surveyors or other recognised Construction/Property organisation.

Desirable: A relevant professional or technical qualification to degree level or equivalent (e.g. Building Surveying, Building Services Engineering project management, quantity surveying, construction or relevant subject matter)

Experience of school building project commissioning including developing business cases, feasibility studies, variation management, cost management and handover. 

Experience of writing project writing briefing documents (with specific knowledge of the related guidance documents for schools)

Experience of managing and/or interpreting building condition surveys 

Ability to organise and manage time and prioritise work effectively whilst delivering a number of programmes, projects and strategic objectives.

Good negotiation and influencing skills at an appropriate level in order to achieve required results.
