Job Role

  • To lead the Estates and Facilities function within the designated area, ensuring all Estate’s maintenance (including minor capital and revenue projects) are designed and carried out to the relevant standard. 
  • Ensure statutory compliance with current legislation, and act as the “responsible person” with regard to statutory obligations on the Estate. 
  • To manage the delegated budget for the designated area. 
  • Manage the Trust’s Estate within the designated area 
  • Delivery of planned and non-planned maintenance to the designated area. 
  • Assist in delivery of larger capital projects. 

Duties and Responsibilities 

  1. Manage the Estate’s and Facilities’ function within the designated area. 
  2. Deliver capital and revenue schemes regarding buildings and engineering equipment within the designated area 
  3. Provide a planned and reactive maintenance service to the designated area, to ensure operational, health and safety, and statutory compliance. 
  4. Invite tenders and obtain quotations for various projects. 
  5. Project manage schemes from inception to final account. 
  6. Manage and control delegated budgets within agreed financial parameters and provide monthly reports on expenditure. 
  7. Undertake responsibility as “authorised person” in relation to technical procedures and statutory maintenance. 
  8. Deputise for the Regional Head of Estates and Facilities. 
  9. Provide technical support on all aspects of the Estate’s services, plant and equipment. 
  10. Complete bids for capital and revenue maintenance and projects. 
  11. Ensure compliance with all NHS legislation. 
  12. Prepare annual ERIC statistical returns. 
  13. Develop an out-of-hours maintenance regime for the designated area. 
  14. Compile a database of records of maintenance of all service work, i.e. Legionella Certification. 
  15. To act as a Regional Lead on a particular area of mandatory maintenance, i.e. electrical testing, fire risk, arson, mechanical etc. 
  16. Prepare condition surveys and produce estimates of backlog maintenance. 
  17. Supervise all site works via external contractors. 
  18. Liaise with Statutory Bodies regarding planning applications and building regulations. 
  19. Maintain/update accurate property ownership details, including deed plans, ordinance survey plans etc and terrier details. 
  20. Maintain a List of Approved Contractors. 
  21. Assist in the identification of surplus Estate and contribute to the Trust’s Estate Strategy. 
  22. Liaise with the District Valuer and other external consultants as and when required. 
  23. Prepare purchase orders for maintenance work and liaise with the Regional Helpdesk regarding the procurement of contractors. 
  24. Take responsibility for managing the waste within the designated area 

Requirements

  • Professional qualification in Estates Discipline (i.e. degree, MRICS, ARIBA etc) or equivalent experience. 
  • Minimum 2 years senior management experience as Estates professional 
  • Management of construction projects 
  • Planned and reactive maintenance. 
  • Current property legislation 
  • Health and safety requirements and legislation 
  • Planning and Building Regulations applications 
  • Fire Safety Policies 
  • Good communication skills, liaising with staff at all levels and external customers, agencies and contractors 
  • Ability to prepare and present reports to Directors of Trust 
  • Ability to balance priorities 
  • Using initiative as and when necessary 
  • Integrity and honesty 
  • Discretion, dealing on a day to day basis with matters of confidentiality
