Principal Surveyor (Land & Property)

Directorate: Enterprise, Communities and Resources

Division: Property Services

Grade: HBC 9

Responsible to: Asset and Valuation Manager

Main purpose of the job:

To support the Asset and Valuation Manager in the provision of professional advice on valuation, Land & Property Matters and asset management activities for the Council.

To maintain an overview of the portfolio (operational and non operational) as the basis for the Asset Management Plan production.

Key duties and responsibilities:

  • To assist in the Management of the Councils Operational and Non operational estates of the Council’s property portfolio.
  • Undertake regular property portfolio reviews to meet strategic objectives.
  • To work with client departments to identify their service needs for accommodation and associated resources
  • Evaluate and appraise options for the retention, disposal, use and development of Council property, providing advice on the most effective mode of action to secure its objectives.
  • Carry out asset and insurance valuations in accordance with guidance issued by the Royal Institution of Chartered Surveyors.
  • Manage and develop the Councils Industrial Portfolio including lease renewals and rent reviews to maximise HBC income
  • Develop the start up units to encourage new businesses in Halton
  • To work in conjunction with the Database Manager to ensure the property record system and asset register are accurate and up-to-date.
  • To assist in the day to day management of the Councils Property interests including responsibility for lettings viewings negotiation and instructing legal
  • To undertake any other duties and responsibilities as may be assigned from time to which are commensurate with the grade of the job.
