Sustaining rural communities and providing homes, not houses.

Providing high-quality affordable housing has been a top priority for Cornwall Council since its creation in 2009.  The Council has committed significant resources to do this, including employing a dedicated Affordable Housing Team whose role is to maximise the delivery of new homes and work with developers; landowners; Registered Providers; and, communities to identify new opportunities and strive for growth. 

The Council has also committed to a long-term investment programme (currently £14.64m over 3 years) into building new homes with our Registered Provider partners, as well as two Council-led delivery projects, and a revolving loan fund specifically to help Community Land Trusts provide additional homes.  Most recently, we have also set ourselves a very ambitious target to provide 1,000 additional homes, by the Council by 2020/21.  We firmly believe that everyone has a right to a good quality home that they can afford, and are committed to doing all we can to achieve this. 

Following a recent national focus on community-led delivery by the Government, we believe that we're on the cusp of a 'revolution' in the delivery of homes in rural areas, by the community; for the community.  We want to be at the forefront of this, and maximise the opportunities to provide homes throughout the Duchy.  The majority of this will be in partnership with Registered Providers and other charitable bodies, but we also want to significantly increase the number of homes provided by Community Land Trusts, and also for Custom and Self-Build, where appropriate.

About You (Skills, knowledge, qualifications etc.)

We are looking for someone to join us on this journey, and help us to achieve our ambition for growth in the community-led development sector.  We need a skilled negotiator; someone that understands the difficulties faced by rural communities (and importantly, how these can be overcome); and someone that be a real advocate for community-led growth.  But most of all, we need someone that is ambitious to make a positive difference for our communities, and that can help us deliver more genuinely affordable housing.

To be successful, you should be confident in dealing with a range of people and groups, ranging from individual landowners, to parish councils, developers and Registered Providers - as well as senior Council management. 

An understanding of the development industry, viability and process is really important, as is an overview of the social housing sector, and relevant good practice and policies etc. for the delivery of rural affordable housing.  Preferably, you will have a background in community engagement, although this isn't essential. 

Ultimately, we are looking for someone that is as passionate about providing homes for Cornwall, as we are.
