The Role
To provide assurance on the Client Side Partner (CSP) and the associated Strategic Construction Advisor (SCA) recommendations and their implementation. This will involve collaboration with a CSP for the delivery of key construction projects whilst reporting on progress through the Defence Estate Optimisation (DEO) Board.
The post could be based at Andover or other DIO office locations may be considered as indicated in the location descriptors.
MAIN RESPONSIBILITIES
Management of Construction Delivery
Assures the delivery of the Client Side Partner (CSP) and the Strategic Construction Advisor (SCA). Assures the project management team overseeing project delivery including (but not limited to):
Design
Design co-ordination, Design delivered to budget, Oversee value engineering exercises as required, End user sign off
Compliance with MoD standards, Compliance with statutory approvals, Review build-a-bility/construction methodology
Performance of design consultants
Procurement
Review procurement options
Oversee tender activity
Oversee evaluation and interview process
Mobilisation
Site preparation and handover
Pre-commencement planning discharge
Delivery
Quality
Site supervision
Contract administration
Construction information approvals
Management of claims/resolution of disputes

Oversee Construction (Design & Management) compliance matters
Manage the distribution of Health & Safety alters, updates, lessons
Oversee the collection and recording of H&S statistics across the programme
Building Information Modelling
Oversee the input from the design and construction process into MoD/DIO common data environment in accordance with Departmental directives
Continuous Improvement
Establish framework for collection, collation and dissemination of best practice and lessons leant
Industry Engagement
Represent the DEO programme in the construction industry – highlight best practice processes and delivery achievements
Infrastructure Optimisation
Assist on the capture and reporting of benefits – support the overall reporting of estate rationalisation through capturing benefits and accurate reporting.
Infrastructure Planning for Operation Capability
Engage with external parties as required including other government departments.
Strategic Asset Management
Ensure coherence across defence and estate planning through collaborative working and managing the dependencies between strategic estate and other initiatives.
Play a key role in programme management and project planning – including the planning and manage the launch of studies, data gathering exercises and reporting activity.
Strategy and Policy Development
May include working with military users to understand and analyse future estate/ accommodation demand and requirements
Reporting and Data Management
Manage data gathering and analysis – work with DIO colleagues, customers and consultants as appropriate to identify, gather and analyse data. Influence the continuing development of Management Information Systems that support estate strategic management and including processes and data collection and management. To include:
• Business Intelligence tools development
• Maintenance and coherence of data
• Estate strategy scenario modelling
Stakeholder Engagement
Attend strategy meetings and programme boards.
Engage on collaborative work with other Government bodies including the Cabinet Office in relation to wider government property management and targets
