The Role

Supporting the Senior Programme Manager, the Programme Manager’s role will manage the end-to-end delivery of their allocated sub-programme as necessary to deliver their sub-programmes on time, within budget and to pre-defined quality criteria. Manage the sub-programme managers, teams and participating suppliers. Manage multiple internal and external stakeholders. 

Main Responsibilities

  • Under the guidance of the Senior Programme Manager the setting up of their sub-programmes through to delivery of the required re-provisioning and disposals, realisation of benefits and ultimately sub-programme closure. 
  • In consultation with the Senior Programme Manager establish the appropriate governance model, suitable to support the successful delivery of outcomes, including benefits as written in the Programme Mandate. 
  • Provide appropriate reports to the Senior Programme Manager, DIO, Senior Reporting Officer (SRO) and FLC chains of command. 
  • Recruit their sub-programme Project Managers, Project Support Officers and manage the ongoing development and performance of the team members. This may include standard line management duties or via a matrix structure. 
  • Manage the ongoing sub-programme engagement with the scrutiny process; drive delivery of the business case on behalf of the SRO. 
  • Manage delegated budgets. 
  • Identify opportunities within the sub-programme to improve customer satisfaction and deliver wider benefits. 
  • Develop key sub-programme products aligned to the DIO Footprint Strategy and the Defence Estate Optimisation Programme Plan. 
  • Effectively manage programme risks and dependencies. 
  • Work closely with the customer Senior User to ensure that benefits are appropriate, accurately identified, recorded, tracked and realised, and that all opportunities are exploited. 
  • Provide progress updates to various internal and external stakeholders as required. 
  • Address any problems arising and follow through to satisfactory closure; escalate problems or issues that cannot be resolved to the Programme Director. 
  • Provide education, guidance, advice and coaching on programme management best practice to sub-programme colleagues.
