Your new company
This is an exciting time to be part of the Council's transformation drive, introducing a new Corporate Landlord model to effectively and efficiently deliver all of the Council's property needs under one roof, including Total Facilities Management, Strategic Asset Management and Major Projects teams. The portfolio comprises of 950 assets, with a value of circa £400 million and a budget of £15.7 million per annum. This brand new post has been created to help deliver the Corporate Landlord model and improve service.

Your new role
The Education portfolio consists of 62 schools, 5 new schools have been built under Band A of the 21st Century Schools Programme. A further £43 million has recently been allocated towards the building of further new schools under - Band B of the programme. As the Senior Portfolio Surveyor, you will be the strategic lead for all assets within the Education property portfolio (local schools), as well as providing professional advice as required, on the whole of the Council's estate.

You will exercise commercial judgement and financial acumen in the proactive management of the portfolio, including acquisitions, developments, management and disposals, to ensure maximum value for customers and the Council. You will manage a small team supporting the management of the Education property portfolio.

Key duties include;

  • Strategic management of an individual portfolio of assets, ensuring effective property management, compliance with statutory requirements, long term planning, and delivering financial budgets and performance targets.
  • Line management responsibility of the Portfolio Co-ordinator and Trainee.
  • Develop investment and maintenance plans for individual properties, ensuring that there is an up to date evidence base, (e.g. condition surveys, market assessments, demand, cost and yield data) on which to make investment decisions, and maximise the returns on investment.
  • Contribute to strategic asset management of the whole of the Council's property estate, including undertaking review and challenge processes, to determine what is retained, released, acquired or remodelled, based on sound research and challenging options appraisal and a thorough understanding of property markets and trends.
  • Manage leased properties, ensuring that all lease obligations are complied with, including rent reviews, lease renewals, service charges and compliance with legislative requirements.
  • Undertake the valuation, acquisition, leasing and disposal of properties within the portfolio, to meet the Council's strategic asset management plans, using up to date data on property values, market demands and trends.
  • Negotiate on behalf of the Council on a range of property matters liaising with landlords, tenants, community organisations, town councils, central government departments, other clients and service partners, and deal professionally with sensitive matters, disputes and conflicts.
  • Develop innovative and creative approaches to all aspects of portfolio management, to improve financial returns, inform capital investment choices and decisions, and reduce operating costs. Contribute to setting, monitoring and management of budgets, and delivering the most commercially advantageous outcomes.
  • Project manage and lead on rationalisation and development projects, producing or commissioning a range of complex information, for example feasibility studies and option appraisals, to support evidence-based decision-making.
  • Provide advice and guidance on new developments, contributing to design from an occupier's perspective and enabling transition to portfolio management.
  • Undertake continuing professional development in line with RICS requirements.

What you'll need to succeed
You will have extensive experience of managing a portfolio of properties in a range of professional activities including valuation, negotiation, sale and acquisition as well as experience of strategic asset management planning and review. You will possess a high level of commercial acumen and an up to date knowledge of the local and national property market. Excellent customer service skills and the ability to create constructive working relationships with a range of stakeholders. Access to personal transport and a full driving licence is essential.

You will be MRICS (Professional Member of the Royal Institute of Chartered Surveyors) and educated to degree level or equivalent.

What you'll get in return
Salary banding £38,052 - £39,961 (with annual pay increments every April). RICS professional fees will be covered by Bridgend County Borough Council. All employees are eligible to join the generous Local Government Pension Scheme (circa 6% employee contribution and 21% employer). Annual leave entitlement will be 24 days per annum in addition to 8 statutory days (32 days). Flexible working hours. Occupational Health Services - there are a range of services available to promote staff welfare, these include an external occupational health service provider.
