Your new role

Due to continued growth and investment, Highways England are looking to recruit two Commercial Team Leaders to join our expanding commercial group in Guildford at an exciting and rewarding time. 
 
As a Team Lead you will lead the team providing commercial services to Operations managing suppliers providing maintenance and multiple infrastructure schemes on the road network under Asset Support and/or Design Build, Finance and Operate (DBFO) contracts with spend levels of between £300m and £400m per annum.

Partnering with Highways England Projects team and our supply chain you will provide an interface on all commercial matters acting as an integral part of the leadership teams. Excellent stakeholder engagement skills are a must and so you will be required to travel to other Highways England and stakeholder offices to ensure the effectiveness of the role.
 
As an industry expert you will lend your expertise by identifying needs, understanding priorities and potential threats to the success of the projects, and defining mitigation in order to better support the delivery. 
 
The role would suit a manager and leader who is naturally able to forge strong, collaborative relationships both within Highways England and with external suppliers and stakeholders, and is motivated to be involved in high profile and complex projects with a wide variety of challenges throughout their lifecycle.  
 
What you’ll be leading on

 
• Protecting Highways England’s commercial interests in the context of significant interfaces and multiple contracts with the delivery partners.
• Leading a commercial team assessing service providers tender bids for contracts; check, challenge and agree target prices for schemes; undertaking cost audits; negotiating final accounts; and identifying opportunities and risks while assisting Operations Directorate to manage suppliers and contract performance.
• Taking a lead role in cost forecasting, commercial and procurement strategy, budget management, commercial reporting, contract administration, issue avoidance and resolution, supplier performance and risk management
• Providing knowledge and expertise to colleagues and client project managers / sponsors on the application, interpretation and resolution of commercial issues.
• Promoting Highways England's reputation through building visible and effective partnerships.
• Leading the planning and implementing of commercial change as part of the programme and encourage innovation, empowering and inspiring continuous improvement and efficiencies. 
• Supporting commercial recruitment and training to improve capacity and capability in the commercialisation of Highways England including self-development and teams career paths

 

To be successful
 
• You will have proven experience of leading a team with the ability to engage and integrate with a broad range people, both within Highways England and with a wide range of external stakeholders
• You will have knowledge and involvement in Asset Support such as NEC and/or DBFO/PFI contracts including managing changes and variations  
• You will have involvement in determining cost drivers for cost comparison in an infrastructure environment and experience of using cost capture, analysis and interpretation into intelligence to drive continuous improvement in efficiencies.
• You will have the proven ability to contribute to and communicate regional, programme and organisational aims to align effort with a programmatic vision. 
• You will have the capacity to absorb diverse information and use strong practical influencing skills, both internally and externally to optimise Highways England’s commercial interests. 
• You will be professionally qualified, RICS, ICES, ICE or equivalent
