Commercial Manager - Consultancy - Technology Client - London

£40,000-£60,000 + 10%-15% Bonus + Car Allowance + Package Benefits

A market leading, Global Real Estate firm servicing FTSE 100 companies requires a Commercial Manager to work on a dedicated account for a major technology client

You will be a QS / Cost Management professional from either a construction or consultancy background. You will have EMEA experience and commercial office sector experience and wish to work in central london for a leading firm and one of thier best clients

Role Overview:

This position lead's the commercial management function, pipeline management, project approval process and capital forecasting process along with various additional initiatives as part of the programme management team on the major tech account. The cost manager has many responsibilities as set-out below;

Key Responsibilities:

Pipeline:

  • Provide strategic advice to develop project and portfolio strategy.
  • Manage and influence the pipeline of capital projects.
  • Coordinate monthly with key project stakeholders (IT, Security, AV, Furniture providers & Gensler) to plan their engagement on pipeline projects and manage the flow of information (scope, budget, test-fits & programme etc) to keep them updated.
  • Undertake monthly audits of the pipeline to review project scope, programme, resource and budgets with each PDM. These reviews entail a 3 month look ahead to coordinate cost inputs for Charters and PERs. Data is updated in Project Insight as required.
  • Forward look of Asia & EMEA pipeline projects to determine which will require Capital Council approval by CFO, then develop project scope, budget, programme and draft business cases to agree these with the client's Regional Leads. I compile the 6 monthly submissions and co-ordinate any out of cycle monthly request with the client's Director of Operations who oversees the Global Capital Planning Management.

Project Charters:

  • Engage with client, stakeholders and transaction manager on pipeline projects to develop the strategy, create/understand project brief and optimise scenarios.
  • Produce elemental capex estimates for project scenarios, along with detailed assumptions & exclusions to inform the financial analysis model. The capex is compiled using my previous market experience, historic benchmarking data which enables the P&L impact of each investment decision to be assessed and to identify the optimal scenario.
  • Produce cost breakdown for pre-funding requests for PM/QS, design, legal fees and project related travel.
  • Review resourcing requirements and PDM allocation on projects with the PM EMEA lead.
  • Lead discussion of procurement strategies and typical project delivery routes with the project & client teams.

Project Expenditure Request's (PER's):

  • As part of the Tier 1 selection process, assist in compiling information for the RFP, attend PM interviews, reconcile fee proposals with charter budgets and feed into the tender recommendation report to ensure each appointment represents value for money.
  • Brief the appointed Tier 1 PM on the project scope & budgets for each charter option. Initiate their engagement with project stakeholders and review proposals for technical due diligence.
  • Hold frequent commercial reviews as the PER budget is being developed and if necessary assess how costs or scope can be reduced and/or facilitate value engineering workshops.
  • Undertake a "deep dive" review of final proposed PER budget to optimise costs and ensure they reflect project scope and market conditions and represent value for money to the client. As part of this commercial review I ensure the budget is in the required PER elemental format, within Capital Council approval thresholds and fully reconciled to the charter budget.
  • Provide local market and historic benchmarking date for justification in PER's.
  • Have visibility of the Tier 2 and contractor's tendering process, appointment and recommendation.

Active Projects

  • Maintain a watching brief over all active projects and periodically undertake commercial reviews to assess financial position of forecast outturn costs Vs budget.
  • When required perform audits of cost underspend/overspend on live & completed projects.
