Post title: Capital Estates Surveyor
Based at: Cornwall College St Austell, Tregonissey Road, St Austell PL25 4DJ
Reports to: Head of Estates
Grade/salary scale: CC58 – CC70 (35,649 – £40,064)
Hours per week: 37
Contract: Fixed Term for 18 months
Purpose of post
Cornwall College wishes to accelerate the rationalisation and improvement of campuses to secure a sustainable future for the College. This post is for an additional person to deal with a backlog of maintenance projects and works to facilitate accommodation moves and building disposals.
GENERIC ROLE OF POST:
MAIN RESPONSIBILITIES
- To act as specifier and project manager for nominated capital projects for refurbishments, alterations and major maintenance.
- To procure the services of appropriate consultants and contractors.
- To design, specify and procure construction work.
- To specify and procure statutory and mandatory building management services
- To maintain property records, produce relevant statistics and complete relevant returns.
- To ensure compliance with health and safety, property and estate management legislation.
- To manage the internal customer relations for minor and major works including reporting to Heads of Campus
SPECIFIC RESPONSIBILITIES
- To prepare specification and drawings for tenders for a wide range of maintenance works to include but not limited to:
- Flat roof refurbishment
- M&E services refurbishment
- Tarmacadam surfacing and external works
- Demolition
- Lighting renewals
- To manage departmental moves in conjunction with academic staff, in house site services and external contractors preparing tender and design documentation where required. To include preparing areas for external letting. To prepare pre-tender and budget estimates for moves and maintenance works. Monitor, review and authorise interim payments and accounts for building and engineering works.

Fixed wiring and equipment
HV switchgear
Lightning conductors
Lifts and lifting equipment
Fire alarms
Pressure vessels
Extract ventilation
Gas appliances
Legionella
- To assist in providing reports to the Finance & Estates Committee and other reports for financial management of projects and works.
- To initiate energy saving schemes to reduce energy consumption where appropriate and in conjunction with maintenance work.
- To help manage the safe control of asbestos within existing buildings throughout the campuses where affected by works.

PERSON SPECIFICATION
Qualifications
Essential: HNC or degree level qualification in surveying, construction technology, architecture or similar specialism.
Desirable: RICS or CIOB membership
Experience
Essential: ability to prepare tender specifications and documentation with a minimum of external support. Competent in Microsoft Office suite of programmes.
Track record of managing minor works including financial control
Desirable: wider experience of Estate Management and FM Services in a large and diverse portfolio. Working knowledge of Health & Safety including Safeguarding.
Personal Attributes and Qualities
Essential: Ability to work with a minimum of supervision and with a diverse client group
Desirable: Interest in energy efficiency

Special conditions attaching to the post:
Full driving licence required. A pool car is available however you may be required to provide your own vehicle with appropriate insurance on occasion.
