There is an exciting opportunity to join an our Capital Projects Team to assist in the delivery of quantity surveying services to the major construction projects. The Authority's predicted capital programme could exceed £1 billion over the next four years and the post holder will be responsible for providing delivering and providing assurance to the contracts, frameworks and call offs for project management, cost management, site services, and design and construction activities to deliver this programme.

The post holder will assist the Contract Manager - QS in providing expert oversight, challenge, monitoring and governance to all activity concerning the commissioning, procurement, management and monitoring of a range of construction contracts and frameworks under which the Council delivers its capital construction project programme.

The post holder will be expected to manage, lead and drive the strategic and operational approach (in conjunction with the procurement team and others) of the contracts to deliver project controls (project, site and cost management services), design services and contractors to deliver the Councils capital programme.

The post holder will need to demonstrate tenacity, drive, commercial acumen and sound negotiation skills to assist the Contract Managers in ensuring that commercial assurance and challenge is provided across the whole of the Authority's contracts and framework agreements (including those held with the family of companies) under which capital projects are delivered, and that value for money and consultants and contractor’s performance is properly managed and monitored against agreed targets and within the Authority’s governance structure.

The role holder will be an experienced chartered quantity surveyor able to demonstrate they can be responsible for the strategic and operational delivery of contracts with external and internal suppliers, including the establishment of public sector procurement and contract strategies, drafting and management of contract terms concerning commercial, risk and delivery contract strategies, challenging the provision of the necessary design information, ensuring legal compliance with EU and UK legislation and regulation and all other matters to ensure contracts are properly tendered and legally executed.
