Job Purpose

• Responsible for the management of the Council's reactive and planned service and term maintenance contracts
• Liaising with client departments, external agencies and building users, statutory undertakers and public representatives on maintenance projects
• Assisting the Strategic Asset Manager and colleagues in developing an energy conservation policy for the Council's Buildings
• Co-ordinate any design projects identified to achieve energy conservation and to assist in the implementation and monitoring of energy conservation initiatives

Main Duties and Responsibilities

• Ensuring all Council Buildings (non-housing) have up-to-date mechanical and electrical service documents and preparing documents if required, therefore, ensuring all buildings are demonstrably compliant
• Advise on quality and standards of work required for successful project delivery, including reviewing all drawings, specifications and associated documentation
• Provide information and advice through technical and financial reports and to assist with the formulation of management policies relating to the Council's capital works
• Preparation of specifications, tender documents and drawings for Mechanical and Electrical and minor building works as directed
• Assist with the programming and implementation of the condition appraisal programme of the Non-Housing Portfolio. Including stock condition surveys, lease condition compliance, life cycle costings, forward planning processes including budget projections, works estimates and statistical reports
• Assist in carrying out detailed asset surveys and inspections, of the Councils Public Buildings, Housing Stock, Land and other assets related to the Estate Portfolio

Special Requirements

• You must have specialist knowledge in either a building or mechanical and electrical engineering discipline
• An understanding of building related problems is required and an ability to offer solutions and improve techniques and methods in the management of maintenance, particularly in relation to the complex systems in commercial buildings

Qualifications

• ONC/BTEC in a Mechanical Electrical related subject is essential
• HND in a Mechanical Electrical subject would also be desirable
