We are looking for:

Homes England is the government agency tasked with providing support to help fix the broken housing market and is currently undergoing a significant expansion programme to help with undertaking a more active role to achieve this.  

The Agency’s Investments Directorate is in place to manage the delivery of significant government investment and financial support for housing so that we can invest in places alongside local stakeholders to fund new homes, improve affordability and deliver the infrastructure required to increase housing supply.

This is currently achieved through The Home Building Fund which provides loan finance for various activities, including site preparation and infrastructure works, to support a strong future pipeline of housing supply.

We are looking for someone who is highly motivated and is a commercially minded development professional, able to work at pace and scale. 

As a member of the Infrastructure and Complex Projects Team you will play a key role in delivering the positive outcomes for the wider housing objectives of the government.

Our successful candidate will:

You will be part of a commercially minded team which assesses funding requests for infrastructure works and complex schemes, with the aim of structuring appropriate solutions to mitigate risk and at the same time, to successfully deliver the proposed development scheme. The team also undertakes the various diligence processes required to enable the structure to be contracted and drawn down. Engagement with private sector developers, registered providers and wider stakeholders will feature in order to support the agency in achieving positive housing outcomes and our wider corporate objectives. You will be expected to interrogate development/viability appraisals and undertake the management of development risk. In addition, you will be expected to procure consultant teams and other relevant advisers to support the work of the team. You will also be expected to draft tender documents and manage the contracts for valuation/property advice, monitoring surveyor advice and legal advice. Negotiating deal structure and legal documentation will be a key aspect to the role which will see you manage the whole end to end process of the funding request to reach the ultimate stage of contracting and draw down of funds in order to deliver the scheme.

The ability to be an effective, collaborative and high achieving member of the team.

Someone who is thorough and accurate and capable of identifying the key risk issues from a scheme appraisal whilst also proposing mitigation strategies to enable successful solutions to be reached.

Accountable for their own decisions and actions whilst respectful of the professional responsibilities of others.

A good working knowledge of government housing policy and the housing market.

A comprehensive understanding and demonstrable experience of real estate development, ideally within the residential market.

Previous experience of analysing professional property reports, valuation methodologies and practices, and the ability to challenge as appropriate would be anticipated. 

Candidates must have a degree level education/equivalent or considerable experience within the property development industry.

The ability to manage multiple complex projects simultaneously and to tight deadlines would be an advantage.

Previous experience of tendering and procuring consultants, developers and other technical advisors would be welcome.
