We are looking for:
Homes England is in an exciting period of transition and expansion. The Agency’s Investments Directorate is managing the delivery of significant government investment and financial support for housing. We invest in places alongside local stakeholders to fund new homes, improve affordability and deliver the infrastructure required to increase housing supply. We work to create a stronger more diverse housing sector and support innovation which delivers better quality homes and improves places. Our funds provide grant, loans, equity and guarantees in support of these aims.
The Products, Markets & Strategy function provides strategic direction and leads on the development of new investment products and partnership models to support directorate objectives. This is an important function in a growing Investment directorate enabling us to develop the funding products and strategies which deliver positive outcomes for the wider housing objectives of government.
As Head of the Joint Venture delivery team you will be part of the senior team that sets and evolves the Agency’s joint venture strategy and delivery capability.
Our successful candidate will:
You will lead a commercially minded team which implements strategy. The team will originate and structure new investments alongside private sector partners, registered providers and wider stakeholders to support the agency in achieving positive housing outcomes. The team works closely with the Agency’s central strategic engagement team and regional teams to align the equity and joint venture strategy with our corporate objectives.

Thorough and accurate, capable of identifying the key issues without having to be in the detail.
Accountable for own decisions and actions whilst respectful of the professional responsibilities of others.
Comprehensive knowledge of government housing policy and the housing market.
A comprehensive understanding of real estate development, ideally with residential experience.
Demonstrable experience of leading joint venture negotiations and achieving successful commercial outcomes.
A good understanding of good corporate governance and practical experience of managing joint venture investments.
A collaborative approach to life.
About Homes England:
Homes England is the new national housing agency, recently launched to play a major role in fixing the housing market and enabling delivery of homes that our country needs.
Homes England brings together land, money, expertise, and planning & compulsory purchase powers, with a clear remit to facilitate delivery of sufficient new homes, where they are most needed, to deliver a sustained improvement in affordability. We work locally in individual communities to help meet local priorities.
We invest mostly in building new homes, but also in creating employment floor space and other community facilities, in cities, towns and villages across the country. The homes we fund include affordable homes for rent and sale, and homes for rent or sale at market prices. Our investment helps build around half of all new homes built in England each year. It also helps increase local growth by creating jobs and supporting businesses.
We own public land, which we sell to house builders and others. This is one of the ways in which we overcome barriers to development and help increase the speed with which house builders can build new homes.
