Position: Head of Property

Reporting to: Chief Executive

Responsible for: 3 Administrative Assistants Oob share) Surveyor, Maintenance team leader, 3 x Maintenance technicians

Objectives of the post

  • To oversee all maintenance (responsive and planned works) to the Association's stock.
  • To be responsible for developments, including feasibility studies, site acquisition, appointment of professional consultants and contract supervision.
  • To liaise effectively with all management, colleagues in other agencies, external organisations and members of the Association's Management Committee.
  • Develop and deliver the association's asset management and investment strategy
  • Identify and project manage the associations Improvement programmes.

Main Duties and Responsibilities

  • Co-ordinate the performance of repairs throughout the Association's stock, ensuring that works are performed in accordance with agreed timescales, financial regulations and current legislation.
  • Develop, maintain and cost major repairs and planned maintenance programmes covering all the Association's properties.
  • To tender and procure contracts for all services and put in place a contractor management strategy.
  • To prepare and maintain a comprehensive estates terrier for the purpose of providing relevant information for the maintenance and management of the association's properties.
  • Develop and deliver department's KPls.
  • To assist in negotiations and bids with the HCA and other sources of funding for approval of schemes and the appropriate phasing of monies to match project development and maintain cash flow.
  • Ensure that HCA requirements in respect of developments and repairs are adhered to and act as the Association's lead contact in respect of scheme audits etc.
  • Lead the Association's development strategy, arranging  feasibility  studies assessment of need.
  • Supervise development and major repair schemes including appointment of professional consultants, tendering for works, attending site meetings and arranging payments. 
  • To participate in the Association's budget setting process.
  • To monitor the cost of works and repairs against budgeted expenditure, and manage budget to target.
  • Ensure all stock is fully compliant and meets current H& S regulation.
  • To advise the Association's Board of forthcoming changes in legislation with particular reference to property maintenance and development.
  • To be responsible for the delivery and monitoring of the Association's Health and Safety Policy, ensuring that staff attend training courses when appropriate.
  • To develop and oversee the implementation of a new technology strategy for the Association.
  • To attend and service Committee meetings as required by the Chief Executive.

 

General

  • To attend departmental and other relevant meetings, as requested, whether inside or outside the premises of Jewish Community Housing Association Ltd.
  • To undergo appropriate training as available and as determined in conjunction with the Chief Executive.
  • To maintain confidentiality at all times.

Health and Safety

  • To be aware of and comply with safe working practices as laid down under health and safety legislation.
  • To attend regular fire drills and other training as required.
  • To make the Chief Executive aware of any defects in the building, plant, or equipment.
  • To ensure that any accidents to staff, tenants or visitors are reported in accordance with correct procedures.

Other

  • To carry out any other reasonable duties as requested by the Chief Executive or other designated Senior Staff.

Person Specification

Qualifications, Experience & Knowledge

  • Degree or other professional qualification in Building/Construction/Surveying or equivalent experience.
  • Experience of formulating project delivery strategies and plans; successfully managing their implementation to time and budget.
  • Experience of contract management of multiple contracts including the tendering process, OJEU and the monitoring and review of both contractor and team performance.
  • Experience of managing a multi trade housing, major works programme including M&E works, response repairs and void property refurbishment.
  • Experience of managing property and contract related health and safety compliance.
  • Experience of reporting to Boards and Committees.
  • A good level of understanding of social housing and supported housing and an appreciation of the challenges and opportunities to deliver  within  this environment would be an advantage.
