The Property Programme Director position will be part of the Regeneration and Economic Growth Directorate. The Directorate gross revenue expenditure is currently £120+million p.a. and £40+million p.a. regeneration Capital Programme. They have responsibility for around 2,500 staff including 700+ in our property partners.

Job Description

Introduction to the Position:

We're looking for a Property Programme Director on a fixed term contract basis to play a key leadership role in Wakefield Council's Corporate Property Programme, and to act as head of profession for the Corporate Property function. You will help deliver on the commitment to make Wakefield a place where people thrive, businesses succeed and visitors are welcome.

As a key senior position in the Regeneration and Economic Growth Directorate, the Property Programme Director will have a lead role in improving the lives of residents by ensuring that the Property Programme supports and delivers inclusive growth; benefits all local residents; and helps reduce poverty and deliver for all the local communities.

Role Responsibilities:

  • As Property Programme Director you will report to the Service Director for Environment and Property with a dotted line to the Corporate Director Regeneration & Economic Growth. You will be a member of the Extended DMT for Regeneration & Economic Growth, you will play a pivotal role in the leadership of the Directorate with focus on strategic and corporate asset management planning.
  • You will provide management and strategic direction to deliver the Council's aims and objectives whilst ensuring it meets its legal, social and economics obligations.

In this role you will:

  • Lead and manage the Corporate Landlord function.
  • Lead the strategic asset management plan with property acquisition and disposal programmes.
  • Oversee effective contract management and promote excellence in service delivery with the outsource partnership, to deliver the best possible value for the Council.
  • Oversee the management and diversification of the Council's property portfolio.
  • Work with colleagues across the Council to implement and manage the Wakefield Council's strategies.
  • Act as Head of Profession for Corporate Property, maintaining awareness of changing legislation and national/regional policy developments.
  • Prepare annual revenue and rolling capital budgets for the Council.
  • Contribute to wider Council agendas and ensure service delivery is aligned to Corporate Priorities.

The Successful Applicant

  • The right candidate will be MRICS qualified, have exceptional communication and leadership skills, and a proven track record of leading successful strategic property programmes in local government.
  • You will be adept at forming and maintaining effective partnership relationships, and will bring a proven track record in diversifying property portfolios, improving commercial property performance, and negotiating complex commercial contracts.
  • You will need to have proven experience at a senior level of property management.
  • You will need experience of effectively leading and managing substantial property partnerships.
  • You will need experience of leading operational property portfolios, and portfolio rationalisation/re-engineering.
  • Experience with acquisition and disposals programmes and asset management strategy.
