Job Details

We are looking for:

To drive Homes England’s mission and objectives across the country and be the front door for partners to access Homes England skills and products through the development and ownership of a single pipeline of activity. The post holder will provide close support to senior management across the directorate, providing high quality analysis and briefings, supporting multi-functional teams to deliver key project to unlock land and enable access to financial tools and mechanisms that encourage the delivery of  housing across local markets.


Our successful candidate will:

Support specialist staff to identify potential new business opportunities through which development  and investment  teams will deliver a pipeline of future investment opportunities to support government targets and ambitions. Participate in a problem solving approach, working collaboratively internally and externally to overcome barriers to growth, leveraging convening power to bring together local authorities, markets and partners. Establish effective working relationships with local partners in priority housing markets. Work as part of multi-disciplinary teams, drawing relevant skills and expertise from across the agency to drive progress in complex, long term projects and enable development in priority places. To provide high quality analysis and briefing material to senior leaders across Homes England.


Our successful candidate will have:

A passion for housing policy or development, property development, town planning, or economic development sectors is essential. Experience through paid or unpaid work or academic study is highly desirable. Ability to work at pace, managing competing deadlines and delivering high quality outputs, often in ambiguous environments - providing direction for projects you lead.           Good communication skills with the ability to communicate clearly to internal and external stakeholders.    Ambitious - Communicating a vision that generates excitement, enthusiasm and commitment; considering in advance the differing needs of others and adapting our style appropriately. Commercial  - Using communication, influencing skills and tenacity to effectively progress complex situations and achieve results; Seeing the bigger picture; balancing short term needs with the long term impact.

Markets, Partners, Places

Markets, Partners, Places is a brand new directorate, created to drive Homes England’s mission and objectives across the country to help fix the broken housing market. It utilises its deep understanding of markets to set a strategic vision for the agency and to build a long-term pipeline of investable opportunities that anticipates future market needs. It will move beyond opportunistic and programme based interventions towards a strategically led approach, using the whole portfolio of Homes England’s products, skills and powers to unlock housing and to deliver Homes England’s mission.

Homes England is the new national housing agency, recently launched to play a major role in fixing the housing market and enabling delivery of homes that our country needs.

Homes England brings together land, money, expertise, and planning & compulsory purchase powers, with a clear remit to facilitate delivery of sufficient new homes, where they are most needed, to deliver a sustained improvement in affordability.  We work locally in individual communities to help meet local priorities.

We invest mostly in building new homes, but also in creating employment floor space and other community facilities, in cities, towns and villages across the country. The homes we fund include affordable homes for rent and sale, and homes for rent or sale at market prices. Our investment helps build around half of all new homes built in England each year. It also helps increase local growth by creating jobs and supporting businesses.

We own public land, which we sell to house builders and others. This is one of the ways in which we overcome barriers to development and help increase the speed with which house builders can build new homes.

Homes England is an executive non-departmental public body, sponsored by the Ministry of Housing, Communities & Local Government.
