Job Details

We are looking for:

The Strategy & Markets Manager will provide deep insight and expertise in local and regional housing markets; identifying emerging trends and changing, assessing potential impact on housing delivery and supporting the agency to makes informed decisions. They will harness a broad and effective network of stakeholders across industry and government to harness intelligence and advance Homes England's mission and objectives.

The Strategy & Markets Manager will support the Senior Management Team to develop delivery strategies to overcome specific market failures, blend Homes England products to provide integrated delivery plans and effectively target resources to areas with the greatest need.

In addition, they will take a leading role on corporate and governance activity in the team, supporting the Senior Management Team to function effectively and owning key internal controls.

Our successful candidate will:

Develop deep insight into local and regional housing markets; utilising data, analytics and an effective network of key market influencers to generate market intelligence supporting the Director and their SMT to make effective decisions, allocate resources, prioritise opportunities and anticipate shifting market conditions.

Support the development of local market strategies; providing expert insight to understand local markets, prioritise opportunities, understand the failures, drivers and opportunities in each market.

Establish effective links with key stakeholders across government and industry including BPF, RICS, NHF, the Environment Agency, Highways England and Network rail to promote and advance the agency's mission and objectives and harness market intelligence.

Represent Homes England credibly at local and regional forums where directed to advocate the agency’s role in supporting driving up housing supply, increasing home ownership and supporting local growth.

The skills we would like are:

Strong knowledge and understanding of regional housing markets.

A strong awareness and understanding of the key current Government policies and priorities on housing and the contribution of Homes England to delivering these.

Strong numeric and analytical skills are essential.

Knowledge of agile change management methodologies is advantageous.

Markets, Partners, Places

Markets, Partners, Places is a brand new directorate, created to drive Homes England’s mission and objectives across the country to help fix the broken housing market. It utilises its deep understanding of markets to set a strategic vision for the agency and to build a long-term pipeline of investable opportunities that anticipates future market needs. It will move beyond opportunistic and programme based interventions towards a strategically led approach, using the whole portfolio of Homes England’s products, skills and powers to unlock housing and to deliver Homes England’s mission
