Estates Consultant

Hethel Innovation Ltd is seeking an experienced, senior RICS qualified professional to provide advice and delivery on its property portfolio.

Three days a week, permanent

Salary guide £50,000 pa equivalent

Key areas of responsibility:

• Advising on health, safety and environment

• Landlord and tenant

• Rent and rent review management

• Capital development

• Estate management and development

• Site acquisitions

The role will provide practical direction to site managers and their teams in each location to maximise income alongside good estate management as well as providing strategic advice to the leadership team.

Hethel Innovation is owned by Norfolk County Council and the post should have experience of working with local government.

The post will require working at all Hethel Innovation sites and some flexibility will be expected on days worked to accommodate stakeholder and specific site needs.

Hethel Innovation currently manages two key Norfolk based employment sites, Hethel Engineering Centre and Scottow Enterprise Park which between them provide around 60,000 sq m of employment space for 185 businesses employing nearly 1,000 jobs. The portfolio ranges from modern mixed business space to historic WW2 aircraft hangers and a 50MW solar farm.

Role and Context

Job Purpose

The Estates Consultant will provide accurate and timely advice and support to the operational teams on:

• Health, safety and environmental compliance in relation to the property estate

• Landlord and tenant matters

• Rent and rent review management

• Capital development programmes

• Estate management and development

• Site acquisitions

The role will provide practical direction to site managers and their teams in each location to maximise income alongside good estate management.

Deputise for the General Manager with Council Members, senior officers and external stakeholders and provide appropriate property guidance for decision-making.

Context

Hethel Innovation Ltd was originally established by Norfolk County Council in 2012 as part of an initiative to support businesses in Norfolk, primarily through incubation. It currently manages two key Norfolk based employment sites, Hethel Engineering Centre, which it owns and Scottow Enterprise Park; the combined sites provide around 60,000sq m of employment space for 185 businesses employing nearly 1,000 jobs. The portfolio ranges from modern mixed business space to historic WW2 aircraft hangers and a 50MW solar farm.

This is a new post to deal with the greater need for specialised commercial property skills within the organisation as it expands its portfolio.

Hethel Innovation Ltd is owned by Norfolk County Council.

Other Job Information (e.g. any special factors or constraints)

The post holder will be required to travel to and work at sites and locations connected with the management of Estates/Property and some flexibility will be expected on days worked to accommodate stakeholder and specific site needs.

Principal Accountabilities

Provide the lead on health, safety and environmental issues across the property portfolio to ensure compliance at both statutory and contractual levels.

Act as Hethel Innovation’s lead property specialist and senior point of contact for estates management work, ensuring that this work is in-line with organisational strategy, working with the site managers to ensure the cost of delivering the work is minimised and the benefits of the work are maximised.

Provide professional advice and support to the site teams on:

• Rental values, reviews and strategy

• Landlord and Tenant issues

• Estate management

• Capital programme management

Act as lead contact for the externalised capital project delivery programme (NPS).

Provide professional property advice and support to the Leadership team to inform their decision making process in all property matters including:

• Developments and Acquisitions

• Reviewing the methods and performance of the operational teams

• Monitoring live property issues/cases/projects

• Having a critical oversight on strategies and developments which may have an impact on the corporate objectives

Represent and deputise for the General Manager on County Council Member and stakeholder groups as assigned, to provide appropriate professional property advice as needed in order that the Leadership team can take into account the implications of decisions and risk associated with strategies and decisions.
