Development Officer (Housing Association)

Development Officer required by a Housing Association to assist in driving forward their new build programme

Your new company
The services of Hays have been retained by our client, a large Housing Association based in Belfast, to recruit a Development Officer on an ongoing temporary contract basis for an initial period of 6 months. There is the potential that this role could be extended for the right person.

Our client has a busy development programme and are actively involved in building affordable homes across Northern Ireland.

Your new role
You will assist the Development Director and Senior Head of Development in helping the Association to build houses to the highest possible standard. You will ensure that projects within the development programme are completed on time, within budget and to requirements, specifications and design criteria.

You will ensure the effective co-ordination, implementation and management of projects from inception to handover and final closure within the confines of Site Identification, Feasibility, Design, Planning and Construction.

This will include overseeing the following key areas:

Analysing the need for housing provision including economic investment appraisals;
Seek building cost estimates and compare against allowances set up by DfC / NIHE;
Aid in the preparation of financial profiles for total project expenditure;
Build Supervision including management of design teams and contractors;
Monitor consultants to ensure that the brief is met and that costs are contained.

What you'll need to succeed
To be considered for this position, you must satisfy the following essential criteria:

Possess a relevant construction related qualification e.g. HNC, HND, Degree or 5 years' relevant experience; Possess 3 years' experience as a key development person, preferably with a HA, NIHE, local authority, HSC Trust, Developer or similar;
Project management experience with ability to meet targets and work on a range of projects simultaneously; Computer literacy with experience of spreadsheets and knowledge of cash flows and economic appraisals; Understanding of drawings and contract documentation;
A valid driving licence and access to a car to fulfil any mobility requirements of the post.

Ideally, you will possess:

Project management experience in construction / development environment;
Experience of NEC Contracts / framework contracts.
