Interim Asset Manager - Public Sector- South London - Inside IR35 - £25-35 p/h

Your new company
On behalf of our client, a public sector organisation in South London, Hays Property & Surveying are currently seeking a person to carry out a very selective piece of work.

Your new role
The main purpose of this interim role is to write an asset management strategy for their corporate portfolio, which includes: schools, leisure centre, cemetery, a small residential part, shops, community centres.

this is an interim role, which is likely to last 3-6 months, with the possibility of extension.

Some of your duties:

* To develop and coordinate the capital and investment programmes for the corporate property portfolio, including schools, ensuring these are based on sound stock condition data.
* To oversee, as required, day-to-day maintenance and compliance of corporate properties, ensuring services are delivered on schedule, within budget, and that the council's statutory landlord obligations are met.
* Supervise and manage asset managers, assistant asset managers and from time-to-time additional resource attached to the team, defining objectives, setting deadlines, allocating work and monitoring outcomes, taking responsibility for appraisals and other HR processes.
* Support the Head of Corporate Property and Directorate Leadership Team to successfully embed a new asset management function within the Housing, Planning and Communities Directorate; ensuring effective reorganisation and establishment of service functions to realise the transformation of the service.


Duties and responsibilities:

* Contribute to strategic planning of the department including service planning, setting and reporting of key performance indicators and the revised Corporate Property Strategy.

* To have responsibility for the fidelity of the central property database, overseeing its operation by the asset managers and outsourced service providers; and ensuring accurate data on land ownership is provided.

* To lead the day-to-day management of the property management and outsourced property management function, to effectively manage an operational and non-operational corporate property portfolio valued in excess of £700m.


Key performance indicators:

* Delivery of projects and programme of work within agreed timescales and set budgets.
* Reducing the organisation's expenditure through savings and efficiencies; and maximising income opportunities or achieving income targets.
* Meet the organisation's landlord obligations including all statutory and regulatory compliance targets through robust planning and client contract management.

What you'll need to succeed
* Experience operating and managing asset management data bases.
* Experience of general property management including property disposals, acquisitions and the sale of properties through auction.
* Extensive knowledge of property legislation including but not limited to Health & Safety, Gas Safety, Property Stock Insurance and Legionella
* Experience of developing strategic investment asset management and programme plans for delivery.
* Proven experience of procurement/contract preparation, documentation and management, commissioning services and client management.
* Knowledge of the implications of the Construction (Design and Management) Regulations.
* Advanced IT skills
