Main Purpose of the Role

  • As Asset Manager – Surveyor, you will have responsibility for the identification, planning and delivery of WDP’s Property Strategy 
  • Reporting to the Joint Chief Executive Officer (JCEO) and working closely with the Senior Management Team (SMT), you will also be responsible for overseeing the work of the Facilities Team.
  • Your fast-paced, commercial approach will ensure we focus on best value for our customers and ambitious outcomes for all the beneficiaries of our services. 
  • You will ensure that WDP contracts and subcontractor contracts are in place and appropriately risk assessed.

Role-specific responsibilities

Inspirational leadership

  • A key focal point is the ambitious aim of developing our portfolio of properties, that meet the medium to long term goals of the organisation.
  • Reporting to the JCEO on aspects of premises management including dilapidations, rent reviews, the sourcing of new premises and the renewal of leases.
  • You will manage, motivate and provide leadership to the Facilities Team. 
  • Identify strategic issues and propose innovative best value solutions
  • To diversify our revenue streams with regard to both our lease and freehold premises
  • To build and maintain excellent relationships with current and potential landlords and partner agencies.
  • To take a leadership role in mobilisations during the first stage of contract award when sourcing premises and subsequently making them fit for purpose prior to implementation, including any potential contracts and legal work.
  • To demonstrate resilience and be prepared to work with challenges and change to help achieve WDP’s ambitions for innovative, value for money and outcome focused services.

Operational planning and delivery

  • To read and summarise leases, rent reviews and dilapidations to inform the SMT’s decision-making processes about priorities and opportunities.
  • To be responsible for the management and delivery of maintenance and compliance programmes across our estate.
  • To manage budgets, undertake financial planning, monitoring, reporting and meet our internal requirements.
  • To manage capital projects and ensure they are project managed through to completion. 
  • To procure and manage contract frameworks and external consultants where necessary in order assist in delivery of our strategy, including the setting up of consultancy agreements with suppliers.
  • To ensure that WDP’s vision, mission and values are driving everything we do.
  • To carry out as required all commercial property transactions including: occupational agreements, lease/contract tenancy arrangements, negotiating and managing rent reviews and service charges, landlord consents, income and debt management, property insurance, repairs, dilapidations, breach of covenants, commercial surveying and asset valuation.
  • To manage the planning consent process.
  • To produce programme and project level highlight reports for communication to senior management and WDP Board.

Person specification

  • Essential and desirable requirements (E & D) for the role and assessing and testing the necessary level of competence required for this role either via the application form (A); interview (I); and/or exercises (E).

Education, knowledge and experience

Educated to degree level or equivalent  and  MRICS chartered building surveyor.

Experienced Building Surveyor with a proven track record in project managing maintenance and investment programmes, and delivery of capital projects.

Understanding of how to deliver value-for-money services that maintain high quality service delivery.

Experience of effectively procuring and managing contractors and external consultants to deliver the works programmes.

Experience of operations and/or business development delivery in a third sector setting.

Track record of success against targets and a proven track record of improving service user outcomes and delivering best value.

Experience of coordinating and interpreting service delivery models within health and social care.

Experience of service delivery management in at least two areas of WDP’s existing or aspirational service range.

Abilities and skills

Ability to write in a concise, engaging, evidence-based and persuasive way.

Resilient and able to work with challenges and change: innovative, hands-on and proactive leadership skills; business development vision that translates to successful bids and retained contracts.

Communication and influencing skills, appropriate to a variety of settings and audiences, using a variety of media to work collaboratively and flexibly often within tight timescales.
