Job Details

We are looking for:

Homes England is working towards becoming a mission-based organisation. The key principles for achieving this are:

• Agile ways of working.

• Teams working in a multidisciplinary way.

• Collaboration across Agency departments, particularly Markets, Partners and Places (MPP), Investment and others.

• A Single Pipeline and associated process for identifying opportunities to delivering homes.

In order to take forward the Agency's mission, the Development Directorate is aiming to drive up land supply in order to deliver in excess of 10, 000 new homes per annum. This will necessitate that the Agency's land holdings are de-risked and developed appropriately to ensure that they are commercially viable for disposal.

 

Our successful candidate will: 

Lead in delivering the Directorate's Business Plan and annual receipts targets whilst ensuring that disposals are compliant with policy and procedures.

Specifically the post holder will be responsible for providing assurance to the disposal strategy and consider options for increasing developer diversification/increasing market resilience by identifying suitable opportunities that provide  SMEs, RPs and PRS access to Homes England land.

This will be achieved by leading a team of property professionals with demonstrable commercial acumen and strong negotiation skills to generate the best possible return for the Agency whether sites are sold either freehold or using the building lease.

•The Successful candidate will be responsible for the smooth transition of sites from the Planning and Enabling team and be accountable for ensuring that milestones such as marketing, tender evaluation and commercial negotiations are met in order to deliver against the Business Plan.

•They will also be responsible for taking a national approach to building relationships with the housebuilding community across multiple geographic regions and will be expected to work in agile ways supporting the mission ¬based approach of Homes England. 

•This will involve working collaboratively with partners across the Agency, including Markets, Partners and Places (MPP) and Investments, as multifunctional teams to support key deliverables such as the single pipeline( associated processes for identifying opportunities to delivering homes).

 

Role responsibilities:

•Leading with all aspects of the disposals process and delivery functions for their respective area.  Ensure that resources are allocated effectively for the delivery of high-quality services, in a manner that demonstrates value for money and compliance with relevant policies and guidelines

•Responsible for ensuring team works collaboratively with colleagues in the acquisition of land, development and delivery of Homes England’s strategic objectives for land and development and that the disposal strategy set out in the asset delivery plan are updated throughout the project life cycle

•Ensuring that commercial negotiations do not result in Homes England taking on risk outside of risk appetite

•Responsible for ensuring management information for sites in the disposals phase is kept up to date and is accurate

•Providing strong and inspirational leadership, promoting an inclusive culture with ambition, an appetite for risk, high performance, continuous improvement, innovation, creativity, and customer focus

 

The skills we would like are:    

•Essential - degree or equivalent professional experience/qualification

•RICS/RTPI or other appropriate professional qualifications/membership

•Public or private sector experience with complex planning & disposals

•Extensive experience working at a senior level in a relevant sector

•Extensive experience of managing multi¬disciplinary teams

•Ambitious ¬- Striving to exceed targets and continually improve;

•Positively- challenging colleagues and partners to do more and work more effectively; Working in an agile way, reviewing, refining

•Commercial - continually developing &  improving the services and experiences most important to our partners and colleagues
