Summary

The role holder will be responsible for supporting the Head of Joint Ventures, in originating and structuring new investments alongside private sector partners, registered providers and wider stakeholders to support the agency in achieving positive housing outcomes, as detailed in the business plan for the directorate and Homes England strategic plan. As a senior specialist, the role holder will support the Head of Joint Ventures on transacting the larger or more complex transactions (by nature of partners involved or deal structure) and will lead on simpler, vanilla transactions. The role holder will work within multi-functional teams with colleagues across the agency to deliver investments and provide advice to colleagues as required. The post will report to directly to the Head of Joint Ventures. Line management or coaching other staff may feature.

Job description

1. Enable and facilitate the Head of Joint Ventures to deliver investment strategies to meet agreed business plans for the directorate, including specific fund objectives. 2. Enable and facilitate the Head of Joint Ventures to originate, structure, negotiate and execute complex new joint venture opportunities to invest alongside the private sector, including housing associations, to achieve a broad range of positive housing outcomes. The focus will be on undertaking research and analysis, project management and report writing for approval processes. 3. Support the Assistant Director Joint Ventures & Partnerships and Head of Joint Ventures to shape and prepare business plans and strategy papers. 4. Lead commercial negotiations, alongside and in support of the Head of JVs, informed by internally and externally sourced advice, appraisal and market research. 5. Build and maintain strong industry relationships and a have good understanding of government housing policy, housing markets and finance. 6. Manage external legal and professional advisors to conduct due diligence, support commercial negotiations, inform Joint Ventures structuring and operate within the public sector regulatory framework. 7. Work collaboratively with colleagues from across the directorate and agency to provide advice and support in relation to strategic investment opportunities and place based interventions. 8. Actively participate in establishing and contributing to the ongoing governance of new products within the wider Agency Framework to ensure 1st, 2nd and 3rd line contributions are considered and co-ordinated. Responsibilities

1. Essential: Degree level qualification or equivalent. 2. Desirable: Suitable professional accreditation. Thorough and accurate, capable of identifying the key issues and presenting arguments in a clear and reasoned way. 3. Desirable: Accountable for own decisions and actions whilst respectful of the professional responsibilities of others. A comprehensive understanding of real estate development and investment, ideally with residential experience. 4. Desirable: Comprehensive knowledge of government housing policy and the housing market. Understanding a range of investment structures and financing tools utilised within the capital raising spectrum. 5. Desirable: An understanding of good corporate governance and practical experience of managing joint venture investments. Direct experience of negotiating commercial outcomes.
