The Role

We are seeking a motivated and suitably qualified property professional (or applicant currently undertaking or willing to work towards the APC) to join an established team within our Estates Strategy - Infrastructure Optimisation (IO) Team. As a customer focused and experienced professional team leader; you will deliver challenging and varied estate reports, plans and advice across all customers within complex and interesting environments.

The role requires engagement with all areas of the Ministry of Defence and in particular the Front Line Commands (FLCs) – Navy, Army and RAF. Furthermore, it includes engagement across the DIO as well as occasional cross departmental engagement in order to deliver strategic infrastructure advice across Defence.

Main Responsibilities

Strategic Estate Planning

• To assist in providing input across the MOD portfolio including to estate change programmes. This will be done through understanding defence outputs and objectives including changes to the way the services may operate future capabilities, new equipment, new training and other defence change initiatives. To provide estate strategy advice in the context of construction costs, estate running costs and land disposal receipts.

• Support on liaison with external parties as required including other government departments. Develop Scenarios and Courses of Action with FLC`s to the point of producing outline business cases.

Infrastructure Optimisation

• Provide strategic advice to FLC’s on the management and development of their estate. To ensure that the estate is effectively planned to optimise its current use and to allow potential for future use.

• Project manage the delivery of estate reports and plans. Ensure that; 1) they can be integrated to the overall estate strategies and into relevant programmes and 2) that they are provided to the right quality, cost and in the specified time period.

Stakeholder Engagement

• Support on collaborative work with other Government bodies including the Cabinet Office in relation to wider government property management and targets.

Reporting and Data Management

• Manage estate data gathering and analysis – work with DIO colleagues, customers and consultants as appropriate to identify, gather and analyse data. Ensure that data can then be used for future estate planning and delivery activities.

The successful candidate is expected to hold a professional membership, such as MRICS, or to be working towards membership of a suitable professional body.
