This is an overview of the role:

This is a key role within Homes England’s Strategic Growth Team – a small, multidisciplinary team with a remit to lead on, and provide support to, large-scale, complex and innovative projects that require cross-boundary, cross-government and cross-discipline working, such the Oxford-Cambridge Arc, Thames Estuary and rail related growth around Crossrail, High Speed 1 (HS1) and High Speed 2 (HS2).

This team works closely with regional colleagues and other parts of Whitehall to bridge the gap between policy and delivery. By actively engaging with decision-makers, the team forms a clear understanding of the strategic context and priorities surrounding a particular project or place; and by drawing on expertise and relationships, it seeks to influence policy before announcements are made. The team’s aim is to develop robust housing delivery frameworks for strategic growth areas that will help Homes England focus and prioritise its work around land acquisitions, disposals, investment and work on new settlements.

To support the team, we are looking to recruit an experienced and talented property professional to provide strategic and expert advice in the field across a range of property related issues including large-scale development, delivery strategies, land assembly, land value capture, delivery models, funding mechanisms etc.. This is a wide ranging corporate role which will require considerable flexibility to respond to new policy initiatives or areas of work as they arise.

The successful person will be responsible for:

• Working on a wide range of strategic, complex and innovative projects, adding value through expert knowledge and collaborating with colleagues and stakeholders at all levels to ensure successful delivery.

• Supporting, encouraging and enabling collaborative multiple accountability and multi-agency working, in partnership with other government departments and delivery bodies to ensure that strategically significant projects are delivered in an effective and timely way; that barriers relating to the success of a project are addressed; and that opportunities are exploited.

• Influencing short and long-term policy decisions for strategic growth areas, through an understanding of property related policy and legislative frameworks; the way in which large-scale housing delivery is informed by political and institutional factors; the role of market processes and public intervention; and the way in environmental, social and economic issues interact to influence development.

• Developing plans and programmes for housing delivery in strategic growth areas that take account of the relationship between housing, transport, land-use planning, economic development, environmental opportunities and quality of life issues.

• Providing capacity support, expertise and advice to partner organisations, including local authorities; and meet with key stakeholders in strategic growth areas to ensure the ambitions of strategic growth areas can be realised.

The skills we would like are:

In order to complete the responsibilities of this role the successful candidate will have:

•            Relevant degree level or equivalent academic qualifications and an ability to bring strong intellectual rigour to the role.

•            Demonstrable experience of working as a strategic property advisor at a regional / national level, including experience of working with a range stakeholders (both public and private sector) on strategic property issues.

•            An understanding of the factors that drive strategic development, including experience of options appraisals and financial modelling; land assembly and delivery models (such as Development Corporations, Joint Ventures) etc.

•            Able to lead cross-cutting projects, co-ordinating activities of diverse teams of colleagues - adapting management style as appropriate and valuing everybody as an individual.       

•            Able to work collaboratively, engaging and influencing colleagues internally and externally at all levels across the agency and set standards and expectations about how people will work together.
