Job Details

We are looking for:

Housing is one of the defining issues of our time and the affordability pressures we are experiencing today have been decades in the making. Put simply, we have not built enough homes and this has led to a generation of people being unable to get onto the housing ladder.
 
Homes England, the national housing agency, plays a central role in tackling the housing challenges the country now faces. We are the Government’s housing accelerator. Our mission is to intervene in the market to ensure more homes are built in areas of greatest need – as a means to improve affordability and create a sustainable housing market. We do this through supporting the affordable housing market, unlocking and enabling land, providing investment products  - including major infrastructure, supporting modern methods of construction, addressing barriers faced by small builders and providing expert support to places.
 
At the centre of this new agency is a newly formed Research, Analysis and Economics function which brings together: our strategic research, market analysis, economic appraisal; evaluation and geospatial functions.
 
We are now looking for a Chief Economist to lead this function. This is a nationally significant role in the housing sector. The successful candidate will be an inspiring leader and an experienced economist. They will: play a major role in shaping the strategic direction of the agency – advising our Board and senior leaders; drive a major (and expanding) programme of research, analysis and evaluation; and proactively work with the market and Government to shape the future direction of housing delivery.


Our successful candidate will: 

The successful person will be responsible for:

• Establishing and leading a newly integrated Research, Economics and Analysis function within Homes England that brings together economists, market analysts, geo-spatial experts and researchers.

• Advising the Homes England Board, Executive Directors and Directors on the housing market and wider economy, to inform decision making and management of the agency’s financial assets.

• Developing and implementing a nationally significant programme of research, analysis and evaluation which supports the delivery of Homes England’s mission and objectives. This includes positioning Homes England as a national/internationally significant housing organisation that is driving wider thought leadership in the housing sector.

• Continuous engagement with senior leaders (across HMG, academia, consultancies and the wider housing market) to develop new approaches that can demonstrate the economic benefits derived from Homes England’s housing interventions.

• Driving the implementation of new systems and improved techniques that enable HE to carry-out robust appraisal of its housing interventions.

The skills we would like are:

• Degree level (minimum 2:1 with at least 50% of the content focused on economics) or a postgraduate qualification in economics.

• Experience of working at senior, strategic level within a relevant sector and an understanding of how to work with government organisations.

• Desirable – Postgraduate qualification in economics, research and/or geospatial analysis.

• Able to work collaboratively, engaging and influencing colleagues internally and externally at all levels across the agency and set standards and expectations about how people will work together.

• Ability to work at pace, managing competing deadlines and delivering high quality outputs in ambiguous environments and  politically situations, providing direction and clarity for team mates.

Homes England is the new national housing agency, recently launched to play a major role in fixing the housing market and enabling delivery of homes that our country needs.

Homes England brings together land, money, expertise, and planning & compulsory purchase powers, with a clear remit to facilitate delivery of sufficient new homes, where they are most needed, to deliver a sustained improvement in affordability.  We work locally in individual communities to help meet local priorities.

We invest mostly in building new homes, but also in creating employment floor space and other community facilities, in cities, towns and villages across the country. The homes we fund include affordable homes for rent and sale, and homes for rent or sale at market prices. Our investment helps build around half of all new homes built in England each year. It also helps increase local growth by creating jobs and supporting businesses.

We own public land, which we sell to house builders and others. This is one of the ways in which we overcome barriers to development and help increase the speed with which house builders can build new homes.
