Your new role

Highways England has a diverse property portfolio (in excess of 1000 assets) extending across England including corporate real estate, depots and a let estate of residential, commercial and agricultural property with a rent roll in excess of £3m per annum and annual disposal programme of circa £15m per annum. We currently have an opportunity for a client side Principal Estates Surveyor with a National remit to join our team

Highways England is also responsible for managing the Historic Railways Estate, comprising of tunnels, viaducts, bridges and parcels of land (vacant and tenanted) located across Great Britain.

In this role you will be providing strategic property advice across both the Highways England estate and Historic Railway estate, making sure the organisation complies with property legislation and government policy and has an estate of the right size, condition and location. This role will involve regular travel to our properties nationally.

 
What you’ll be leading on

Providing expert advice on a wide and varied range of property matters (including landlord & tenant, disposals and development opportunities and corporate real estate) and providing the lead to the Historic Railway Estate for property advice.

Providing effective leadership and guidance on property matters, mentoring staff and encouraging the development of capabilities to improve business performance through continuous improvement of work methods

Implement strategy, own policy and processes, ensuring these comply with current and forthcoming legislation and regulatory requirements, reflect related government policies and incorporate best practice ensuring all property transactions are carried out in accordance with these.

Providing strategic guidance and support and manage resources, planning, forecasting and conflicting priorities to ensure a positive outcome and VFM on all property transactions.

Managing the activities and performance of the property supply chain, including professional real estate advisors, solicitors, and other service providers.

Overseeing the delivery of estate projects including forecasting and managing the programme to meet business targets and reporting

To be successful

  • Qualified Chartered Surveyor with a minimum of 10 years’ experience of working within an estates and property environment with knowledge across commercial, rural and development sectors
  • Knowledge and experience of implementing estates/property strategy, town & country planning/development, property acquisitions, disposals and landlord and tenant’s matters.
  • Experience of managing people successfully, enhancing their capability and focusing on effectiveness.
  • Experience of project and contract/supplier management with property consultants and legal advisors
  • Excellent stakeholder engagement skills across all levels both internal (colleagues) and external (clients and suppliers)
  • Experience of providing technical property advice to staff at all levels and with different technical understanding and the ability to convey complex and challenging information to a variety of audiences
  • Full driving licence
