Housing Enabling Officer

Salary: Up to £31,626 per annum

Permanent position

Epping Forest District Council (EFDC) are seeking to recruit a Housing Enabling Officer.

EFDC are in the process of changing how they think about service delivery in the future and this role is a key part of that process. The district is facing an unprecedented period of growth, which will bring changes in demographics, in the types of services required and, in the ways, people access those services.

The drivers for change are:

• Customers – Building services around the people we serve

• Efficiency – Making the very best of our people, time and money

• Effectiveness – An agile flexible workforce achieving our ambitions and working together and in partnership

As the Housing Enabling Officer you will be responsible for facilitating the provision of affordable housing within the District by working with developers and housing associations on a caseload of developments.

You will be required to coordinate and maintain the Council’s Self-Build and Custom Housing Register and provide advice to planning colleagues, council members and planning applicants on the Council’s affordable housing requirements. This will include negotiating with developers and liaising with the Council’s Legal Services on the affordability requirements of Section 106 (Planning) agreements.

To be successful for the Housing Enabling Officer role, you will need to have a Bachelor’s degree or equivalent and possess a relevant housing or construction qualification. You should be able to demonstrate experience of working in a social housing environment and an understanding of the process of enabling new social/affordable housing. You will need to have excellent verbal and written communication skills and be able to influence and negotiate with others in relation to development-related issues.

In return EFDC are offering a competitive salary and excellent benefits package which includes flexible working arrangements and professional development.
