The Challenge
The United States Visiting Forces Infrastructure Programme (UIP) is responsible for developing and ensuring the delivery of the sub programmes of work to support the European Deterrent and European Consolidation Initiatives. This is a programme consisting of currently 57 live projects with a further 77 projects in the pipeline which are being developed and will be delivered over the next 6-8 years. The UIP programme team are dedicated to the delivery of the service to the US customer.

The UIP NATO Secretariat ensures that they adhere and conforms with all DIO/NATO processes and operating procedures and manage the NATO Security Investment Programme (NSIP) projects required by the United States Air Force (USAF) that are sponsored through the NATO system by the UK. This individual will be responsible for managing the NATO programme and stakeholder engagement across associated construction projects within the whole NATO programme.

DIO United States Infrastructure Programme (UIP) are based across the UK including Suffolk, Cambridgeshire, Oxford and North East. We offer a flexible base location for this role and will therefore make one of these locations your duty station where possible. Where this is not possible we will look to assign an alternative MOD establishment as your duty station.


Work location will be agreed once the successful candidate has been selected.

Main Responsibilities As a NATO Secretariat DIO you will

• Lead on various NATO Strategic stakeholder management forums, meetings and planned activities ensuring these are planned and resourced for the NATO arena.
• Responsible for the management and development of all NATO stakeholder relationships including those within USVF Regional Delivery, FCO, UIP and USAFE
• Responsible for the capture of lessons learned and support continuous improvement activities in line with MPP directed policy; includes liaison with the Excellence Group to maintain LFE data sharing
• Liaise with stakeholders across the portfolios and ensure stakeholder engagement is recognised as partners in the development and delivery of strategic goals.
• Accountable for strategic stakeholder engagement approach and sharing across MPP and Regional Delivery
• Provide all NATO related activities to ensure all work that falls under the NATO umbrella is managed within agreed timescales and meets NATO procedure and process.
• Responsible for management and preparing all draft inventory of the constructed works and any necessary documents for a Joint Formal Acceptance Inspection (JFAI)
• Responsible for management of and preparing all NATO related project data sheet (PDS)
• Responsible for preparing and managing DIO and US Project Managers agreement of all type B cost estimate for submission to NATO and HQ/USFAE/A7PD in Ramstein for approval
• Responsible to manage all stages of authorisations between the USAFE customer and DIO project Managers and take responsibility to ensure these are documented and meet NATO timescales.
• Redraft the NATO Security Infrastructure Planning Manual and implement a regular review to ensure it is managed appropriately going forward.
• Responsible for retroactively review all projects that may have an element of NATO funding; collate information towards Type B and Type C Cost Estimates for already-completed works that are eligible, to allow FCO (as Host Nation) to apply for refunds on behalf of US.
• Responsible for preparing the minor works funds request in draft for approval by HQ USAFE/CPDN in Ramstein before submitting it to NATO
• Responsible for ensuring appropriate cost recharging is managed and recorded for those projects identified as having NATO elements, working with Finance, the FCO and USAFE.
• Map the processes for NATO recharging in line with the new NATO governance model
• Develop cost database by preparing cost analysis from tendered proposals for benchmarking purposes to inform negotiations on future projects.
• Responsible for ensuring that deep expert knowledge of Defence, the Department, DIO and the construction industry that exists in the NATO arena is energised to contribute to the development of the Estate. This will be both proactive, providing a cost perspective and in response to strategic initiatives as and when required.

Desirable Experience & Skills
• Knowledge and understanding of NATO programmes
• Knowledge and experience of business administration including process mapping and developing programmes
• Knowledge and understanding of DIO Project Delivery
• Knowledge and experience of working with the United States Visiting Forces (USVF)
