The United States Visiting Forces Infrastructure Programme (UIP) is responsible for developing and ensuring the delivery of the sub programmes of work to support the European Deterrent and European Consolidation Initiatives. This is a programme consisting of currently 57 live projects with a further 77 projects in the pipeline which are being developed and will be delivered over the next 6-8 years. The UIP programme team are dedicated to the delivery of the service to the US customer.

The UIP Senior Cost Manager ensures adherence with all DIO processes and operating procedures.

The objective of the cost management function within UIP is to provide timely and accurate cost management support and information to the project delivery teams. The function is responsible for the engagement of internal and external cost management resources to support project delivery teams both in the enabling and assurance capacity. The Senior Cost Manager provides the intelligent client interface with industry in relation to cost management.

Location
DIO United States Infrastructure Programme (UIP) are based across the UK including Suffolk, Cambridgeshire, Oxford and North East.

Currently, this post is based in Wyton. However, there is some flexibility around Permanent duty station. We may consider other locations within a travel to work area. Work location will be agreed once the successful candidate has been selected.
Main Responsibilities

“As a Senior Cost Manager at DIO you will be responsible to report to the B2 QS”

• Provide direction and leadership to the delivery teams and PSP/TSP/DP (PSP= Professional Service Provider , TSP=Technical Service Provider , DP=Delivery Partner) to deliver DIO outputs with minimal supervision.
• Inspire, motivate and engage with staff to deliver a customer focussed organisation. Implement change and encourage innovation, fostering a high performing team through continuous improvement.
• Champion and celebrate role model behaviour and challenge inappropriate behaviour.
• Support initial demand planning and feasibility studies
•Provide Option costings to support customers forward planning ABC submissions, within agreed timescales.

•Support programme delivery and project development, tasking of outsourced quantity surveying (QS)/cost management outputs, providing direction as appropriate.
•Provide the DIO intelligent client capability to deliver cost assurance, scrutiny and review of cost models included in feasibility and assessment studies for inclusion in Initial Gate Business Cases.
•Provide the assurance capability into Gateway Reviews as the Subject Matter Expert to ensure cost management and reconciliation is being applied to projects at each stage.
•Provide advice, guidance and direction on financial issues (e.g. cash flow, compensation events etc.) that may arise, and where applicable engage and support DIO Commercial on any contractual issues that may arise.
•Provide validation, verification and assurance of Final Accounts for projects as and when directed.

•Promote best practice cost management policy and working standards / practice giving due credence to Industry Standards (e.g. Royal Institution of Chartered Surveyors (RICS) and Building Cost Information Service (BCIS) formats).
•Provide cost analysis data through the management chain for the development and maintenance of the corporate cost database within the BCIS advising on statistics and trend analysis.
• Provide input into the Government Construction Strategy (GCS) cost performance and reporting process and the creation of benchmark parameters.
• Work collaboratively with DIO Commercial colleagues in setting standards and policy at Project level.
• Develop cost database by preparing cost analysis from tendered proposals for benchmarking purposes to inform negotiations on future projects.
