Job context

As a Technical Support Surveyor in Projects and Programme Delivery’s Business Team, you will provide administrative and organisational support to the Senior Specialist Surveyor and project teams. You will support the delivery of national capital projects by managing Estates information, such as Land Reigstry data, legal documentation, compensation claims and electronic filing.

Projects delivered by the Projects and Programme Delivery team include flood risk management, reservoir compliance, Hydrometry and Telemetry upgrades, Fisheries improvements, the Metal Mines programme and Forestry Estate infrastructure schemes.

Role Description

Job Purpose:

The post holder will manage Estates information required for the delivery of national capital schemes by the Projects & Programme Delivery team and provide support services to the Senior Specialist Surveyor. These will include the Flood Risk Management programme, the Reservoir Compliance programme, Hydrometry and Telemetry upgrades, Fisheries improvements, the Metal Mines programme and Forestry Estate improvements.

You will undertake Land Registry searches, database management, GIS mapping, electronic filing and tasks required of NRW under the Water Resources Act 1991, Environment Acts and Forestry Acts, such as preparing Statutory Notices of Entry and processing and monitoring compensation claims.

Key Job Accountabilities:

  • Supporting the Senior Specialist Surveyor by effective planning and monitoring progress of key projects to contribute to project and programme success and key performance indicators.
  • Supporting estate management of capital schemes by undertaking Land Registry searches and Water Resources Act, Environment Acts and Forestry Acts tasks, such as preparing Statutory Notices of Entry and processing and monitoring compensation claims.
  • Produce, review and process information required under Water Resources Act, Environment Acts and Forestry Acts.
  • Manage, store, retrieve and interpret project estates documentation including claims, leases and other commercially sensitive information.
  • Provide information for the purposes of estates management.
  • Acting as a point of contact for estate and legal enquiries relating to Project & Programme Delivery’s national capital schemes.
  • Deal with queries from project teams, stakeholders, external landownersand internal NRW teams.
  • Arrange meetings, site visits and liaison with external landowners and project teams.
  • Undertake appropriate cost-centre and project administration and provide full secretariat services to project meetings and the Senior Specialist Surveyor.
  • Complementing the Projects & Programme Delivery team and contributing to project targets and performance indicators.
  • Produce appropriate records of decisions, actions and outcomes to justify and demonstrate that all legal and procedural requirements have been met.
  • Produce and provide regular accurate information to managers on progress, to adapt and ensure delivery of work to time and cost.
  • Updating and managing project data to include GIS mapping, electronic filing, land and property inventory and estate management.
  • Improving ways of working and offering suggestions for change. Learning from experience and constructive feedback.

Key Job Qualifications or Knowledge:

  1. Previous experience in an Estates related role.
  2. Knowledge of Welsh and UK legislation related to capital schemes, notably the Water Resources Act 1991, Environment Acts and Forestry Acts.
  3. Experience of technical analysis and interpretation of a range of complex information and data sources; and analysing large data sets.
  4. Effective at developing good stakeholder relations internally and externally.
  5. The ability to work collaboratively with other team members and external land agents and with an understanding of the delivery aims of the Operational teams and project teams.
  6. Numeracy skills and ability to communicate clearly verbally and in writing.
  7. Excellent communication and inter-personal skills.
  8. Organised and adaptable and able to respond to changing demands on workload.
  9. Possess good literacy, numeracy and IT skills on a range of software (specifically Microsoft Office, Geographic Information Systems, digital land mapping systems and Document Management Systems).
  10. Experienced in office administration.
  11. Willingness to attend site meetings and record site minutes.
  12. Manage, store, retrieve and interpret project documentation including contracts, leases and other potentially sensitive information.

What knowledge and skills you need

You will have previous relevant work experience in your subject area and a solid understanding of the work of NRW.

You will be studying towards a technical based qualification and may be part qualified or have associate membership.

You may be educated to degree level or have a Level 4 qualification of the Credit & Qualifications Framework for Wales or have equivalent knowledge and experience.

You will have good communication and customer care skills with the ability to work with a range of individuals and organisations, with good facilitation and engagement skills.

You will have the skills to develop and manage customer relationships.

You will have good literacy, numeracy and IT skills and the ability to work unsupervised and to manage your own workload.

You will have an understanding of contracts and contract law.

You will demonstrate tact and patience and able to remain calm when dealing with customers who may be angry or upset, to ensure that you can resolve issues where possible.
