Location: 13 Park Square West, Regent’s Park, NW1

Job purpose: The CEPC’s purpose is to maintain the streets, pavements and ornamental terrace gardens of The Crown Estate around Regent’s Park and to maintain gardens at Carlton House Terrace.

The Surveyor is a statutorily required role, which has historically been an appropriately qualified consultant.  This role is in-house with responsibility for ensuring that the CEPC’s historically important public realm (including terrace roadways) plus any hard landscaping related infrastructure within its gardens are managed in an economic and efficient manner, whilst protecting the interest of the CEPC as the manager of The Crown’s land.  He or she is responsible for the licencing and monitoring of all works by third parties on the estate plus managing the CEPC’s insurance arrangements.  He or she is responsible to the Director for the performance of the CEPC’s in house maintenance team, relevant contractors and consultants.

Salary: £50,000 to £60,000 (pro rata if 0.8 FTE) - dependent on qualifications and experience

 

The CEPC’s public realm includes the terrace roadways, other roads, pavements and all the relevant street furniture and assets used by and/or managed by the CEPC both on and under the relevant terrace roadways, other roads and pavements.  Such street furniture and/or assets includes (but is not limited to) signage, gates/barriers, lighting, drainage, conduits for the CEPC’s own infrastructure and the assets of statutory undertakers servicing the estate.

Public realm and hard landscaping within gardens

  1. Establish, implement and manage a costed Capital Projects Programme for the CEPC’s public realm and hard landscaping within the ornamental terrace gardens covering all required maintenance and renewal.
  2. Managing all projects within the Capital Projects Programme to agreed timescales and budgeted costs.
  3. Managing the regular inspection, recording and rectification of faults to the public realm via in-house staff and outsourced contractors.
  4. Establish and implement a defined standard of public realm faults to be assessed by programmed inspection, ensure recording of data and rectification of faults to agreed timescales.
  5. Provide advice and assistance to relevant colleagues on specification and tendering processes for the procurement of third party services.
  6. Arranging the efficient cleansing of the public realm via in-house staff and outsourced contractors.
  7. Ensure the CEPC’s refuse collection obligations are fulfilled by the relevant local authorities and resolving any relevant issues arising.
  8. Investigate and accurately record the extent of the CEPC’s estate, including the public realm and gardens (the latter in conjunction with the Landscape Manager), clarifying areas where this is unclear and ensuring that the CEPC’s records are complete, up to date, accurate and searchable.
  9. Work with the Landscape Manager and Head of Traffic & Security to ensure that the CEPC’s service areas within the gardens are fit for purpose, efficient and effectively maintained.
  10. Develop and maintain the CEPC’s list of contractors, tender procedures, contracts and practice for efficient and economic construction and maintenance works.
  11. Review tenders/estimates and make recommendations as to which professional consultants and contractors should be engaged by the CEPC.  Represent the CEPC as client where professional consultants and contractors are engaged by the CEPC.
  12. Manage and review recommendations of third party professional consultants where these are engaged.
  13. Draft scope of works for smaller and regular works to be carried out by the CEPC’s contractors, reviewing/approving risk assessments and method statements then monitoring the works on site.
  14. Ensure records of all stock are accurate and reported at agreed intervals.
  15. With appropriate assistance, responsibility for the preparation and completion of all third party licences to operate on the CEPC’s assets (such as third party’s contractors and statutory undertakers) including reviewing/approving risk assessments and method statements then arranging appropriate monitoring of works on site.
  16. Ensure that all costs incurred are properly allocated to relevant accounting funds.
  17. Liaison with owners, residents and residents groups as required, building positive and collaborative relationships
  18. Servicing the Capital Projects Committee and assisting the Director with regular updates on capital projects to other committees and the Board.

Other duties

  1. Dealing with all tenancy matters, including maintenance, insurance, health and safety issues (in conjunction with the CEPC’s health & safety officer), fittings and furniture with respect to the CEPC’s leased and rented property. Managing the quinquennial painting of the CEPC’s managed areas to the specification of The Crown Estate, ensuring that all costs are allocated to the correct individual fund. Managing the CEPC’s insurance arrangements including public/employer liability, directors and officers cover, professional indemnity insurance and any other relevant covers.  Manage all claims whether for or against the CEPC.  Review of statutory planning/listed building applications on the estate as to any likely effect on the CEPC’s assets.  Where necessary, escalating relevant issues to the Director, drafting responses and liaising with relevant third parties. Liaising with other interested parties and statutory undertakers on the estate Other duties as instructed by the Director

Skills and aptitude required

  • Relevant surveying professional qualification (MRICS/FRICS).
  • Ongoing relevant Continuing Professional Development, to keep up to date in developments relating to construction practice, tendering, contract management and other relevant areas.
  • Sound understanding of and the ability to interpret legal agreements in their context.
  • Thorough understanding of public realm and hard landscaping construction, design and maintenance.
  • Experience of appointing and managing professional consultants.
  • Sound knowledge of contract preparation, tendering and administration.
  • Experience of all stages of budgeting and budget monitoring/reporting.
  • Sound understanding of relevant health & safety legislation and best practice.
  • Experience of licensing works by third parties.
  • Competence with modern information technology.
  • Attendance at committee meetings will be required.
