The Major Projects Team is responsible for the delivery of a 10-year cyclical maintenance and major refurbishment programme of the Council’s high-rise blocks of flats.

This new post, reporting to the Major Projects Manager, will oversee the Council's programme of works to refurbish and improve our blocks of flats engaging with residents and the local estates team ensuring that the work meets new fire and building safety regulations. The role specifically brings technical expertise to the programme, being an informed and experienced client for the engagement of consultants, architects and building contractors through the council’s strategic partner or other relevant frameworks.

You will manage a team of professional surveyors, and ensure all works are carried out to a high quality and achieve value for money and ensure a positive experience for all residents

The programme involves around 7 - 10 blocks per year and an annual programme value of between £10m to £20m. Each project can range from £500,000 to £7m in value; and take from 6 months to 3 years to complete. Use of programme management tools to manage risk, communications, budgets and outcomes will be essential, as will the ability to report through the governance framework.

Key qualities that we are looking for are:

  • Excellent communication skills and a strong commitment to involving all stakeholders in project development
  • Substantial experience in managing major construction projects with a track record of delivery
  • Substantial knowledge and experience in housing construction procurement and consultant/contract management, including JCT and NEC
  • Expert knowledge of high rise building structures, materials and designs to inform safe refurbishment solutions and an understanding of relevant health and safety requirements
  • Experience of Project Delivery and Programming
