As part of our commitment to supporting communities and improving lives, we have reviewed how services are delivered, creating a new Executive Team within the organisation. Exciting opportunities have now arisen for new positions in the Council of Executive Heads to lead various council services.

About the Role

Eastleigh Borough Council has an extensive commercial investment portfolio that generates an annual net surplus of around £13 million with a book value of circa £220 million. As Executive Head of Assets and Project Delivery, you will be part of the Executive Leadership Team, and responsible for various services in the Council, specifically Building Surveying, Asset Management, Facilities Management and council wide Project Management.

You will lead on key Council strategic themes, ensuring they are closely aligned to the Corporate Plan. You will hold Heads of Service and team managers to account, ensuring that services deliver on their priorities and that the best possible service is delivered to residents, businesses and visitors. You will work directly with Cabinet Members to develop strategy for Assets and Project Delivery, supported by Corporate Directors and Strategy Development Senior Specialists. Also working closely with the Resource Manager you will ensure the Council is in the best possible place to deliver on its priorities. You will be required to work with a diverse Executive Leadership Team ensuring there is alignment between strategy and delivery. Strong leadership, an understanding of commercialism and the ability to drive continuous improvement with an emphasis on performance management is key to this role.

About You

You will have significant experience within Assets and Estates at a strategic and senior level, as well as significant experience of delivering projects using a recognised methodology, for example, PRINCE II. A relevant professional qualification (for example, RICS qualified) is essential. Experience of overseeing development of commercial initiatives and/or driving forward place shaping and regeneration is desirable. You will have experience of leading and overseeing a successful large asset portfolio.

You should be able to demonstrate a strong understanding of the business planning process and experience of successfully leading and managing teams in a multi disciplinary setting. Experience coaching and mentoring others is essential, as is experience overseeing budgets.

Demonstrable experience of translating strategic objectives to clear deliverable targets is required. You will be required to lead and develop managers and demonstrate an ability to persuade others at all levels of the organisations. Strong IT and communications skills are a must. You will show yourself to be a competent and confident decision maker.

Good technical knowledge of one or more service areas is desirable, as is specialist knowledge of project management methodology (for example, PRINCE II).
