Your new role

As a Building Works Officer, you will contribute to the day to day running of Council premises, which is a mixed portfolio of operational and investment property and spans from 12 century grade one listed properties to state-of-the-art modern buildings. Working as part of a team you will ensure that the Council's buildings are compliant, well maintained and that building, and facilities processes are up to date, robust and tested. As a Building Works Officer, you will provide construction and project support for the Council from initial concept through to handover and finally project account completion. This would include assisting in developing client briefs; including evaluating and interpretation, assist with preparing cost estimates and schedule of works, preparing tender documents, and maintaining site supervision of contracts to ensure compliance with specification.

Key Accountabilities:

· Provide a day to day responsive repairs service to a mixed portfolio of properties within the Gloucester area. To include liaison with council staff or leaseholders, diagnosing repairs and organising remedial works.

· Prepare schedules of works and cost estimates for small works and oversee repairs for quality and to budget. Raise works orders on the council's financial system.

· Carry out estate inspections to ensure that council land is safe for its users, prioritise works based on risk assessments and organise repairs as above.

· Carry out stock condition surveys of the council stock, including updating the asset database with results.

· Carry out regular inspections to council properties to ensure they are safe and in good operational order.

· Assist in the preparation of tender documents for works contracts and oversee works as contract administrator as required.

· Carry out other building related duties as required.

About you:

To be successful in this position as a Building Works Officer it is essential you have a broad range of site inspection experience (including supervisory) within the commercial sectors. Due to broad range and variety of buildings the Council work with, you must have a comprehensive range of construction surveying experience and show a good understanding of construction design and maintenance problems and associated issues.

You should have a good understanding of building compliance issues to include: health and safety, asbestos awareness, fire regulations, legionella and lift maintenance. You must be able to prioritise works and plan your own workload within the confines of the role.

You should be a good communicator, with all stakeholders, including council staff and councillors, contractors, tenants and members of the public. Ideally you will hold a professional qualification appropriate to the remit of the role or equivalent in experience, as well as hold a CSCS card.

What you will get in return:

This is a unique and highly rewarding opportunity. You can expect to achieve a salary of £32,451 - £34910 per annum (inclusive of the market supplement), coupled with a generous leave entitlement of 29 days (with an additional 8 bank holidays), one of the largest pensions in public sector in the UK, along with life cover of three times your salary with financial protection for your family.

The Council operate a flexible hours working scheme with core hours and the option to bank over contract hours to take up to 12 days flexi leave a year.

The position will be based in high-quality, recently refurbished city centre office at Shire Hall in the heart of Gloucester City Centre, the newly refurbished buildings offer some of the best views of the city from the top floor offices, in the heart of Gloucester, including views of the docks, Gloucester Cathedral and a local nature reserve.
