The role of G6 Complex Caseworker sits within the District Valuer Services (DVS), part of Chief Valuer Group (CVG).

DVS is the business stream tasked with providing a range of statutory and non-statutory functions, many of which date back to the founding of the VOA in 1910. These are:

  • Provision of advice on valuations and apportionments for national taxation purposes
  • Provision of valuations and property advice for Other Public Bodies (OPBs) to support their implementation of a wide range of regulatory and legislative functions.
  • The delivery of government policies and estate strategies in situations where there is a property requirement related to the exercising of a public function and/or public money is involved.
  • This majority of the work is untied and undertaken on a contractual ‘earned funding’ full cost recovery charging

 

Job description

This vacancy is open to any applicant on level transfer and promotion.

An exciting opportunity has arisen for someone to be a G6 Complex Caseworker within DVS in delivering critical complex valuations and advice to a wide range of clients, deal with complex, litigious and novel valuation cases and to develop surveyors to enhance their technical skills.

This is a pivotal role in delivering high value and complex casework and developing the DVS succession plan through improving the technical skills of others.

Your role will include responsibilities:

  • To deliver complex casework, to appropriate fee, timeliness and quality outputs.
  • To build knowledge and develop the technical expertise of the team.
  • To enhance the volume and quality of business activity and identify new opportunities to pursue.
  • To lead at Planning Inquiries, planning appeals and other judicial settings.
  • To build knowledge of market transactions and develop market commentary to inform and influence DVS and beyond.
  • To develop DVS caseworkers who are technically proficient and can meet challenging client requirements.
  • To act as an Expert Witness and develop others for that role.
  • To advise on ‘best value’ and operate under public sector guidance and governance
  • To regularly review and input into internal guidance and liaise with wider stakeholders to inform the guidance they provide.
  • To ensure others are working to appropriate quality standards
  • Effective management of risks and issues, escalation and litigation cases.
  • To ensure high-profile, complex and contentious work is managed in order to take into account implications for DVS and wider Agency reputation and that appropriate assurance steps are taken
  • To undertake Complex Casework to the right cost, timeliness and quality parameters.
  • To ensure surveyors and developed to deal with contentious, litigious and novel cases.
  • To ensure work is delivered in accordance with Client’s requirements, contracts and frameworks.
  • Maintain own caseload dealing with complex cases and assisting others, together with peer reviews and Quality Control
  • Provide technical advice (or seek further support where appropriate) to caseworkers and Sector Leaders on the most complex matters.
  • Assist, where required, with complaints, horizon scanning, and Freedom of Information requests
  • To be pro-active in mitigating risks, managing issues and understanding the underlying causes before providing solutions.

Person Specification.

What are you looking for from the successful candidate

  • Full RICS Surveying Qualification in Valuation or Real Estate pathway
  • Extensive technical knowledge of DVS Complex Casework (including complex development scheme sites, Compulsory Purchase etc.) and the ability to make sound and balanced judgements.
  • The ability and proven track record to represent DVS and our clients in appropriate forums such as Planning Inquiries, Judicial settings and where Expert Witness Testimony is required.
  • Strong leadership skills
  • A commitment to proactively keep knowledge up-to-date and use it to provide advice and guidance to others on complex and novel cases.
  • Strong stakeholder management and influencing skills - to use high levels of negotiating, consulting and interpersonal skills to achieve co-operation over mutually acceptable solutions.
  • Excellent written and oral communication skills.
  • Political awareness when thinking through the impact of decisions and outcomes and the ability to identify risks and issues and propose solutions ahead of risks becoming issues.
  • Good understanding of client requirements and the ability to build trusted and credible relationships with clients and others.
  • The ability to persuade and influence senior colleagues and stakeholders, and to advise and coach others on complex or contentious issues with the ability to provide constructive and trusted feedback.


Essential Requirements.

  • Full RICS Surveying Qualification in Valuation or Real Estate pathway
  • Extensive knowledge and understanding of the work area


Desirable Requirements.

  • Hold a full driving licence.

 

Qualifications

Full member of RICS (MRICS or FRICS) from Valuation or Real Estate route way.

  • Candidates will be provided with a technical valuation scenario which they will review and then produce a brief report to a client. This exercise will be time limited with a maximum time allowed of 3 hours from receipt.

 

Benefits

We offer a range of flexible working options, a generous leave allowance that starts at 25 days and goes up to 30 days after 5 years’ service and a pension scheme. Maternity, adoption or shared parental leave of up to 26 weeks with full pay followed by 13 weeks statutory pay and a further 13 weeks unpaid, and paternity leave of 2 weeks at full pay.
