Dumfries and Galloway Council are currently looking for an enthusiastic, skilled and qualified Senior Programme Manager to be part of the Project and Programme Management Office within the Property, Estates and Programmes team.

The creation of the Property, Estates and Programmes service is an exciting new development as part of the Councils transformation change programme for the future.

You will manage the Councils schools, non-schools and economic development asset class programmes.

Supporting the Project and Programme Management Office Leader in the delivery of quality design solutions, on time and on budget ensuring the successful delivery of all building projects managed by the PMO on behalf of the Council, including compliance with all relevant legislation, such as planning and building regulations, the CDM regulations, and, as far as practicable, recognised best practice.

You will engage and work with other Council services and Property Estates and Programmes colleagues, to ensure that all work within the Building Projects remit is effectively, efficiently and timeously managed and procured in accordance with the Council’s Procurement Standing Orders and the requirements of Best Value providing technical advice as required to Council departments, Council members and relevant external groups in relation to all aspects of building construction and architectural services.

You will ensure that all relevant contract documentation in connection with projects delivered by the Building Projects Team is properly managed and retained in accordance with the Council’s Record Manage the Councils schools, non-schools and economic development asset class programmes. Supporting the Project and Programme Management Office Leader in the delivery of quality design solutions, on time and on budget.

You will ensure the successful delivery of all building projects managed by the PMO on behalf of the Council, including compliance with all relevant legislation, such as planning and building regulations, the CDM regulations, and, as far as practicable, recognised best practice working with other Council services and Property Estates and Programmes colleagues, to ensure that all work within the Building Projects remit is effectively, efficiently and timeously managed and procured in accordance with the Council’s Procurement Standing Orders and the requirements of Best Value.

You will be responsible for the project programming and resource allocation for Dumfries and Galloway Councils construction capital projects leading teams of internal professional and technical officers and external consultants delivering refurbishment and improvement projects within the current built estate.

As Senior Programme Manager you will have extensive experience of the delivery of capital projects within a Local Authority environment. You will work closely with the Project and Programme Management Office Leader providing positive and strong value-based leadership, professional advice and innovative and energy efficient design solutions. You will lead and manage the individual project design teams forecasting and reporting on quality, time and cost from project inception to completion and hand over.

You will have a proven track record of effective programme and project management delivering high quality and efficient projects.

Professional membership at an appropriate grade of a relevant recognised body is essential (e.g. ARB, RIAS, RIBA, RICS)”
