About the Team

The Corporate Property & Building Services directorate is responsible for the Council’s Property Portfolio, including Asset Strategy & Investment Planning, Programme Delivery, Property Compliance and Building Services.

Following a review and organisational restructuring, we are seeking to recruit a number of roles across the service to support the introduction and delivery of the Council’s Corporate Landlord Model.

As Head of Building Services, you will lead on and deliver a high quality, commercially focussed Building Control Service.

Salary: £62,556 - £76,029 per annum.

Key Responsibilities (no more than 4 points)

1. Provision of an efficient and well managed Building Control Service to ensure all Building Regulations Applications (Full Plans, Building Notices, Regularisations and Reversion Applications are checked, inspected and completed to ensure compliance with Building Regulations and all relevant British Standards.

2. Develop and market the Building Control service, lead on the development and implementation of ambitious business plans to grow the service and secure consistent and strong financial performance.

3. Establish and maintain contacts necessary to enable and ensure service delivery and development, to include delivery of Government and Local Initiatives/Agendas/Policy, and the development of effective strategic and operational partnerships.

4. Deal with a range of complex and contentious matters requiring a consistently high degree of support, persuasion and advocacy, and an awareness of the Council’s major policy objectives. The outcome will have substantial implications for the contact(s) or the Council. The post holder may act on behalf of the Council.

Your Skills (no more than 4 points)

1. You will bring very significant experience of senior business partnering across really complex organisations, ideally with experience from a number of sectors.

2. Your knowledge of best practice people management and development will be second to none and you value thought leadership, looking beyond your organisation to identify the very best strategic and operational people approaches.

3. You know how to communicate expertly. Your ability to engage with complex concepts and issues and communicate these clearly and simply is one of your strengths.

4. You’ll have deep experience of developing excellent relationships with senior leaders and you can prove that you’ve developed with them strategic and tactical solutions to people management and development challenges and opportunities.

Essential for The Role:

Full corporate membership of the Royal Institution of Chartered Surveyors or the Chartered Association of Building Engineers, or similar Professional Institution membership at corporate level involving a significant Building Control element.

This post is considered by the authority to be a customer-facing position; as such it falls within scope of the Code of Practice on English language requirement for public sector workers. The council therefore has a statutory duty under Part 7 of the Immigration Act 2016 to ensure that post holders have a command of spoken English sufficient for the effective performance of the job requirements. The appropriate standards are set out in the employee specification.
