The Valuation Office Agency (VOA) is an executive agency of HMRC with around 3,600 people currently employed.

We require dedicated and knowledgeable RICS Chartered Surveyors to join the District Valuer Services (DVS) Team.

Job description

DVS Team
VOA DVS operates on a commercial basis, in competition with the private sector in all but our National Taxation business sector, providing a wide range of advice across all aspects of the public sector. The business is organised into 5 sectors:

National Taxation
Largely working as a provider of statutory valuations.

  • We provide advice to HMRC on valuations and apportionments for Capital Gains tax, Inheritance tax, and Annual tax on enveloped dwellings. This includes the valuation of rural and agricultural property including forestry
  • Determinations of value for Right to Buy in England - Responsibility as the appointed District Valuer to consider the representations from parties and make a valuation determination that will be adopted by the parties.
  • Advice on capital valuations required by the Department for Work and Pensions to support the delivery of DWP Benefits.
  • We also make decisions on appeals against the Community Infrastructure Levy, as the appointed statutory officer to consider the representations from parties and make a determination that will be adopted by the parties.


Transport

  • We work with major infrastructure providers including Highways England, Transport for Scotland, Wales and HS2. We deal with all aspects of compulsory purchase and compensation
  • We work as part of multi-disciplinary teams to deliver infrastructure projects, from early scheme design to final settlement of compensation
  • We advise in respect of all property types including agricultural, commercial, residential and development land
  • We are involved in projects in all parts of the country


Health

  • We provide Asset Valuations to a range of NHS Bodies for Financial reporting purposes
  • We advise on Current Market Rent Assessments of GP Premises under the NHS Directions
  • We deliver Primary Care Third Party Development advice to the NHS
  • We undertake Value for Money recommendations to the NHS
  • We give Acquisition and Disposal advice included NHS Estate Code compliance
  • We advise on Landlord and Tenant – new leases, lease renewals, rent reviews
  • Plus, a full range of general valuation advice to NHS clients


Local & Devolved Government

  • We provide valuation advice to a variety of clients including Local Authorities and Devolved Government.We undertake a significant amount of red book valuation work across a number of sectors supporting our public sector colleagues in undertaking this work for acquisitions/disposals purposes.
  • Planning Viability – This work relates to advising local planning authorities as to the ability of development schemes to be able to deliver s106/affordable housing contributions. As this area of work has grown over the last decade DVS has been at the forefront of the developments affecting our clients but also working with the RICS in terms of developing professional guidance.
  • Asset Valuation work – a key area is the work we undertake for a variety of public sector bodies to support their financial accounts. This involves a wide range of property types from Commercial to Retail to Residential. Valuation methodologies include Investment, DRC and Comparable basis.


Central Government

  • We provide valuations for financial accounting purposes to bodies such as Ministry of Defence, Ministry of Justice, Department for Transport, Parliamentary Estate, DVSA & Government of Jersey.
  • We give advice to Government Legal Department on bona vacantia
  • We provide appraisals for Academy and Free Schools Valuations.
  • Valuations for Housing Associations.
  • Assistance to the Land Registry in connection with Indemnity Claims arising under Land Registration Act 2002.

You will be responsible for key client account management and supporting the future work pipeline via commercial tenders, agreeing terms for direct awards and building strong and trusted client relationships.

You will be fully supported with a clear learning and development plan and will receive structured support and training from our team of professional experts.

You will enjoy a responsible and varied role that includes regular property inspections and travel.

You will be responsible for supporting and developing our pipeline of trainee surveyors and supporting them through their APC and coaching peers in areas of particular technical skills/knowledge.

You may be undertaking a range of work in our business including but not limited to rural, forestry, agricultural and renewable energy valuations.
 

Responsibilities

Person Specification

Successful candidates will need the following technical expertise, skills and knowledge:

  • Some of the work we undertake for clients often involves rural and agricultural property valuations. Therefore, a sound knowledge of rural and agricultural matters including experience of providing valuations of agricultural property and / or forestry is required
  • Demonstrate that you can apply your professional expertise, appropriate legislation, case law and codes of practice to your decision making
  • The ability to provide good quality valuation and property advice, that meets all current best practice and RICS standards
  • A good understanding of rural and agricultural property. Demonstrate strong analytical and judgement skills by interpreting a range of evidence to reach sound conclusions and make effective decisions
  • The ability to work as part of a team and to motivate and inspire others to deliver results, including sharing your professional knowledge to help develop others
  • Great communication skills and be able to deal with a wide range of customers and stakeholders
  • The ability to deliver work against milestones and act promptly to reassess workloads and priorities when there are conflicting demands
  • A personal and professional commitment to your ongoing development


Essential Requirements

  • MRICS / FRICS in either Valuation, Real Estate or Rural pathway.
  • Full driving licence.
  • Willingness to travel, some overnight stays may be required.
  • Willingness to be flexible on work areas
  • The candidate must be eligible to join the RICS Valuer Registration Scheme (VRS), criteria as determined by the RICS is as follows


Desirable Requirements

  • Experience of tendering, pricing and general commercial awareness
  • Experience of mentoring and developing others in property related matters
  • Fellow of the Central Association of Agricultural Valuers

Qualifications

  • Full MRICS Qualification
  • Eligible to join the RICS Valuer Registration Scheme (VRS), criteria as determined by the RICS as per the following link
