A busy Authority in the Midlands are on the lookout for an Experience Development Manager for an initial 6 month period, likely to extend further.

  • Supporting the Head of Strategic Assets with the systematic review of sites to identify and take forward opportunities for property development and disposal which support best consideration, inclusive growth and other key criteria as part of the wider property disposal strategy
  • Developing and championing across the Directorate integration of AMC, Zero Carbon, Employment Land and other emerging applicable policy into all site development and disposal strategies
  • Supporting the negotiation of strategic development partnerships and joint ventures
  • Undertaking and coordinating technical due diligence, including instructing valuations and development appraisals,
  • Developing and managing relationships with external partners and agencies appointed through the Council framework and development process
  • Ensuring that our appointed Contractors/Developers are achieving and maintaining high standards of delivery through proactive contract and relationship management
  • Preparing de-risking strategies (e.g., securing planning, carrying out demolition works, site surveys and other miscellaneous remediation as required), commissioning external consultancy advice as appropriate – with the aim of producing development-ready sites for developers.
  • Identifying opportunities to utilise devolved Housing and Land Funds to lever in and broker private sector investment to remediate sites for the purpose of development or disposal
  • Producing accurate, concise reports, business plans and briefings which summarise complex financial and development issues; providing clear recommendations for consideration by Joint Assets Board, Council leadership and partners – accessible to those from both property and non-property related backgrounds
  • Supporting colleagues from across the Housing & Regeneration Directorate as required in negotiating terms for the disposal of identified sites with landowners and agents
  • Ensuring the the councils commercial interests, and those of local authority partners and others are properly represented and protected when negotiating and entering into strategic development partnerships and joint ventures, and in their subsequent operation
  • Devising creative disposal strategies which seek to promote the development of sites at pace whilst ensuring that all Constitutional governance requirements are met and there is stakeholder buy in
  • Drafting site disposal strategies and manage competitive developer procurement exercises based on the approved site disposal strategy
  • Taking a lead role in the procurement of consultant teams and other relevant advisors to support the team, ensuring that there is a focus on value for money and budget control, e.g., legal due diligence, contract negotiation, site due diligence, master planning, marketing.
  • Managing risk by reporting appropriately and ensuring that mitigation measures are in place, particularly to ensure that public money is safeguarded, and health and safety is effectively managed.
  • Working collaboratively across the Council, with local authority partners, the LEPs and the private sector; adopting a collegiate approach to site enabling and building strong and purposeful delivery partnerships
  • Representing the Authority where directed, and to advocate the organisation’s role in driving up housing supply, improving quality and delivering inclusive growth
  • Working closely across the team and with the Director of Housing & Regeneration, Head of Strategic Assets, Head of Business Development & Partnerships and Senior Development Managers in particular as appropriate, to promote the work of the team and strengthen and expand the team’s professional contacts network of key influencers and decision makers
