Job Details

The role holder will support the Development Manager and the Head of Development in the development and management of the City's land and property portfolio to support the Council's growth and development agenda and to support the objectives of ensuring its investment and property assets are used to secure financial, social and environmental benefits for the City.

The role holder will be responsible for managing the workload and personal development of professional and support staff in the delivery of the above objectives.

To contribute to and lead on the performance and operational management systems that contribute to the delivery and improvement of the service.

Key Accountabilities:

Provide strategic leadership for continuous improvement within client services that embraces corporate priorities and initiatives.

Ensure effective communication through high quality reports, informal briefings and presentations to City Council Committees, elected Members, MPs and organisations from the public, private and voluntary sectors.

Through matrix management arrangements, deliver key Council priorities and initiatives with staff resources deployed accordingly.

Ensure that City Council corporate requirements are consistently met, including for business planning, performance management and budget monitoring.

Lead accountability for the implementation of business improvement processes and the proper application of relevant corporate policies across client services.

Personal commitment to continuous self development and service improvement.

Specific Role Accountabilities:

Lead on major commercial and residential development and neighbourhood transformation schemes and regeneration projects ensuring maximum value and outputs are obtained.

Oversee the management of a small team of surveyors and technical staff within the Development Team.

Manage external consultants responsible for the delivery of development projects, the valuation and management of the Council's property portfolio, the preparation and review of development appraisals and to advise on joint ventures, development, regeneration projects and management of the investment portfolio. This includes the management of cost centre budgets and the generation of internal and external fee income.

Develop strong links with outside funding partners to deliver schemes and ensure maximum funding is obtained and that opportunities for levering in more resources are maximised.

Responsible for site assembly and acquisition to facilitate development of all land and premises or property rights required in connection with Council property in accordance with its policies, aims and objectives. This includes ensuring compliance with the Council's statutory obligations in matters concerning the valuation of interests in land and buildings and to ensure a common high standard of practice in valuation throughout the Group.

Prepare and oversee the submission of papers to the Lands Tribunal, County Court (or any other court of jurisdiction or arbitration) in order to present evidence on behalf of the Council.

The candidate will have regular face to face meetings with the hiring manager on a regular basis when in the office.
