Key Role Descriptors:
This role provides Strategic leadership for the Building Control function of the service, leading in the decision making process and be responsible for making decisions in relation to innovative, complex and sensitive technical and legislative issues in order to deliver key objectives of the Council.


The role holder will lead and assist in the development of guidance in this specialist area to deliver quality and appropriate development working closely with the Director of Housing and Strategic Development Team to secure the improved well-being of the City and will lead on negotiations and areas of dispute to deliver a quality service to
clients.


The role holder will work corporately and with other organisations towards the goal of delivering safe, inclusive and quality developments in the City. In addition the role holder will ensure service delivery and outcomes are in accordance with policies and processes integral to associated initiatives.


The role holder will carry out the duties of the Director of Planning in their absence, leading and managing the Building Control Service to achieve statutory and related requirements, the Council's corporate aims, objectives and organisational values.


The role holder will play a key role in lobbying Government and advising the Council in the area of Building Control and in particular fire safety in order to deliver safe developments. This will include being the council's representative at G.M level working closely with GMFRS and LABC.


The role holder will be responsible for promoting the Building Control Service and ensuring LABC remain competitive whilst providing a highly effective and quality service.

Key accountabilities:


  • Make arrangements for performance reports to be available and shared with the teams
  • Assist with the work allocations aligning with the performance reports.
  • Develop systems and assign appropriate resources to deal with general and FOI/EIR enquiries.
  • Develop systems for the efficient production of building control reports required by local and central government from time to time.
  • Liase with other Building Control managers and the LABC organisation to develop a strategy for the future structure of BC to meet the requirements of the building safety regulator.
  • Provide procedural guidance on new legislation/guidance and policy.
  • Assist in reviewing the administration support for BC such that it meets the demands of the service now and moving into the new regime under the building safety regulator.
  • Review the current dangerous buildings call-out system.
  • Review/investigate incentives or enhancements available to BC that would assist in staff retention and recruitment.
  • Review and revise records and data storage within BC.
  • Development and design (including training programme) of a career graded post from Trainee to surveyor level.
