How you'll make a difference

This role has been created to assist the Property Investment Team in the reviewing of Council owned assets, in particular specific land parcels and to assist in the recommendation of appropriate forms of development. Initially you will be reviewing a number of Council owned sites, with a view to recommending development options, alternative use and/or a disposal programme and will also assist in developing evolving joint ventures and development agreements on some of the Council’s larger sites earmarked for residential development.  

The Council plan is to utilising its land and property to generate an increased commercial return and £50m investment funding was approved in 2020 and in 2021 to support this and deliver place shaping aspirations within the District. You will undertake development work including investigating opportunities to promote the use of land in line with Council objectives, with an emphasis on a commercial return and Council Plan objectives and providing a cost effective, professional development management service to the council whilst achieving best value on all property transactions.

What will you be doing? 

  • You will prepare development reports and draft plans detailing appropriate schemes and where necessary prepare briefs for architectural and planning consultants to further support options.
  • You will assist in the preparation of planning applications where it is considered appropriate to prepare pre-app, outline or full planning consent on a particular site
  • Where necessary you will arrange for relevant surveys on land or buildings to support development objectives and will liaise with relevant teams within the Council to further consider development options that will support Council Plan objectives.
  • On a daily basis you will be giving technical advice and guidance and support to colleagues to ensure that performance objectives are achieved, team work is effective, colleagues are supported and that the team is technically capable and technical work is carried out satisfactorily.
  • You will be responsible for developing innovative solutions to technical issues ensuring that appropriate solutions are proposed and successfully implemented and consult on issues with wider implications, whilst working to service regulations and codes of practice.
  • It is expected that you will Influence and have an input to the preparation of plans and budgets for services and departments, taking account of external developments and priorities and ensuring that work is completed to set time scales.
  • You will contribute to the development, implementation and monitoring of  policies and procedures in your specialist areas, ensuring they are up to date, relevant and useful. You will also interpret the latest legislation, regulations and codes of practice and ensure that they are applied consistently.
  • It will be your responsibility to prepare and present reports, ensuring that they are completed on time and meet Council guidelines and give a clear summary of any issues and their implications.
  • You will provide expert advice to customers and partners on major issues in your specialist area, making sure that effective customer relationships are established and maintained, advice is prompt and useful and that the Council is aware of implications, risks and benefits.

What we need from you

  • You will be professionally qualified and hold a relevant degree or postgraduate qualification or equivalent relevant experience.
  • It is essential that you have proven, relevant practical experience, demonstrating proven management ability if relevant.
  • We require you to have experience of planning and progressing work activities within general professional guidelines or organisational policy and demonstrate in depth knowledge of service specific and professional issues.
  • On a daily basis you will motivate staff to achieve organisational objectives and successful technical outcomes
  • You will demonstrate a working knowledge of software packages and in house and systems.
  • It is essential that you have the relevant skills to persuade others and influence outcomes critical to the organisation.
  • You will have excellent verbal and written communication skills including report writing and the ability to explain technical information to non technical audiences
  • We require you to have financial experience or training sufficient to manage budgets effectively.
