Summary

The Valuation Office Agency’s Built Environment and Mineral Surveyors team (BEAMS) is a highly specialist team of surveyors within the National Valuation Unit (NVU) that is responsible for the providing technical advice and guidance across all the workstreams in the VOA Network. It’s building, quantity and mineral surveyors also take the lead as expert witness in complex litigation matters.

Job description

You will support both the Director of NVU and the Head of BEAMS in providing technical advice, guidance and supporting the operational delivery of the team to ensure consistency of approach is adopted in all matters pertaining to mineral surveying and valuation of minerals and waste management properties across the VOA network.

Responsibilities stretch across the whole of the UK but primarily England and Wales. In this role you will liaise with and provide support on mineral surveying and valuation matters to representatives of other jurisdictions (Scottish Assessors and Northern Ireland Land and Property Services) on a commissioned basis.

The role holder will also be responsible for the following:

  • Providing leadership on operational delivery through supporting and directing specialist caseworkers within the team and dealing directly with complex, litigious, and political sensitive casework across all the Agency’s work streams.
  • Assisting with the delivery of NDR revaluations on mineral, waste management and emerging waste diversification properties (including energy from waste and other similar emerging technologies).
  • Providing technical & valuation advice and briefing material to the network and stakeholders, including guidance and line management of G7 specialists within the team.
  • Undertaking Peer Review and RV Assurance as required on complex/highly complex, high risk, or high-profile casework.
  • Negotiating valuations with national agents and appearing at Valuation Tribunal, Upper Tribunal (Lands Chamber) and higher courts as necessary.
  • Dealing with new and emerging areas of technical complexity and legal/professional practice, whilst developing solutions that are appropriate, practical and in accordance with managing risk.
  • Ensuring national work complies with established procedures and processes, and the successful introduction and implementation of any new procedures and policies.
  • Liaising with Strategy and Policy, and Communications Teams on politically sensitive issues and media interest in respect of the work of the team and Agency.
  • To act as a Counsellor/Supervisor to colleagues undertaking professional qualifications.
  • Supporting the Head of BEAMS and wider NVU Management Team in setting the strategic overview and continuous development of the team (succession planning, training, and specialist surveyor pipeline) including the embedding of the VOA vision and values
  • Supporting the NVU management team in the delivery of overall operational performance.

Responsibilities

Person Specification:

  • MRICS/FRICS qualified in the Minerals Surveying pathway.
  • In depth technical knowledge of mineral valuation for rating, national taxation, and wider public sector interests.
  • Strong analytical and judgment skills by interpreting a range of evidence to provide relevant advice and reach sound conclusions.
  • Ability to demonstrate the application of technical knowledge valuation methodology and legal requirements along with an understanding of commercial, economic and policy environments to make informed decisions.
  • Ability to demonstrate a personal and professional commitment to the profession, keeping technical knowledge up-to-date and using it to provide advice and guidance to others.
  • Excellent communication skills with the ability to deal with a wide range of customers, and stakeholders and present complex details clearly at Tribunal.
  • Strong stakeholder management and influencing skills - to use high levels of negotiating, consulting, and interpersonal skills to achieve co-operation over mutually acceptable solutions.
  • Ability to lead, motivate and inspire others to deliver results.
  • Good report writing and presentation skills
  • Be highly self-motivated, responsible and have an eye for detail.


Essential Requirements

  • MRICS/FRICS qualified in Mineral Surveying pathway.
  • In depth technical knowledge and a broad appreciation of the minerals and waste management property sector with the ability to interpret and apply general legislation and case law.
  • Be able to use your professional expertise, legislation, case law and codes of practice to make informed decisions
  • Be able to Lead, motivate and inspire others to deliver results including sharing your professional knowledge to help others develop.
  • Hold a full driving licence. Some sites are difficult to access via public transport and therefore a full UK Driving Licence is essential to the role. Desirable Requirements

  • RICS Rating Diploma is desirable or to have the intention to study for the qualification.
  • Have relevant experience of the commercial and economic environment.
  • Be able to lead and promote cultural and wider changes required to deliver organisational strategic objectives.

Qualifications

MRICS/FRICS qualified in Mineral Surveying pathway only. You will be asked to provide your certificate number as part of the process.
