About the role

You will be expected to deliver quality professional services to housing stock and corporate buildings including preparing feasibility studies, estimating, surveying, design, procurement, tender actions, managing consultants and works contractors at sites, reporting on projects, managing communications and financial aspects of contracts.

Covering a wide range of projects, you will also engage on a full range of mechanical and electrical works including heating replacements, electrical contracts, responsive M and E works, servicing of housing and corporate properties, legionella monitoring and associated works. This will include work with statutory authorities.

An excellent understanding of the social housing legislation and the changing environment is key to this role to ensure we deliver works that are best practice driven. Project management from feasibility to lessons learnt are key elements of the role including specification and tender practices. This will include work with statutory authorities.

You will need to be an excellent team player who is able to build relationships and work closely within a team of professionals. You will also be required to build relationships with tenants and occupiers/users of buildings and have excellent communications skills and organisational ability.

About you

We are looking for a career focussed Senior Mechanical and Electrical Surveyor with significant experience who is seeking their next career move within a progressive housing team.

You will need:

  • Relevant academic qualification at degree level, HNC, HND or NVQ4, or other recognised qualification, or with comparable level of relevant experience in building services e.g. mechanical or electrical engineering
  • Professional qualification to post graduate level such as member of the Royal Institution of Chartered Surveyors (MRICS), or MCIBSE or equivalent/similar, or substantial experience in this field.
  • A full driver’s license and access to a car will be required for this role.

With experience in:

  • Management and delivery of cyclical and reactive repairs and planned maintenance services in relation to mechanical or electrical, equipment within, corporate buildings and social housing.
  • Management and use of computer applications essential in relation to monitoring and data management to manage projects and to inform decision makers.
  • Identification and selection of a range of technical and professional consultants on projects/programmes of work to develop all aspects of the design package, tender documentation and construction information for the works, and all post completion records and data required to manage the built assets.
  • Management of building services (M and E) contracts (contract administration) and works contractors including all aspects of financial and programme management
  • Project management of a range of standard forms of contract and specifications available for construction works.
  • Effective management of complex cyclical and reactive repairs and planned maintenance services including developing strategies, evaluating viability and feasibility of proposals, preparing comprehensive reports, managing expectations, communications.
  • Application of computer applications on project activities in relation to monitoring project development/progress, and data collection, analysis and management.
  • Application of Up-to-date knowledge of regulation and enforcement in relation to health and safety, and in particular legionella gas safety, electrical safety, LOLER and asbestos, construction regulation (CDM), and all other compliance and regulatory issues impacting on projects.
  • Analysis, interpretation and application/use of complex technical data including condition surveys, energy efficiency data to support future programmes of investment.
  • Application of best practice on all aspects of the councils building and repairs programme
  • Effective project management of stakeholders including councilors, senior officers, tenants and members of the public, project teams and works contractors
  • Use of the RIBA Plan of Work 2020 in delivering projects through design and construction using a multistage sign off procedure, engaging with clients, project owners/sponsors, consultants, advisors, and senior managers.
