About the role:

Working within the Procurement Department this role with develop and establish an independent cost management and assurance services for the delivery of programmes and project providing commercial governance for sponsors and the senior leadership team.

The projects and programmes could come from any of our Departments providing a variety of activities, however, there will be particular focus on working with our Operational Departments to help provide assurance to demonstrate value for money in the delivery of our strategic objectivities and activities.

This is a perfect time to join the Authority as we embark on our next three year business plan and at the heart of the plan is to ensure sustainable and carbon neutral solutions.  This is a new role which will support our Operational Departments to develop these exciting opportunities.

The organisation has expanded significantly in recent years and critical to the success of this role is to ensure we embed a commercial culture within our employees and champion best practice.

Working with the Head of Procurement and Department Heads you will drive the road map to identify areas to maximise value and improve the commercial maturity of project teams.

About you:

  • An excellent communicator with strong interpersonal skills to influence multi-disciplinary specialist to deliver sustainable projects whilst considering cost saving initiatives and innovation.
  • Experience of establishing cost management frameworks to provide assurance across programmes and projects across the project lifecycle through a risk managed approach and proportionate methodologies.
  • The ability to build good relationships with project teams and with our key strategic delivery partners to ensure collaborative and open ways of working.
  • You will champion to develop and to ensure continuous improvement of good commercial acumen with the evolvement of a community of practice.  
  • Inquisitive with good powers of intuition to enable you to spot issues at an early stage and put in place appropriate action to deliver the right outcome to support our vision.
  • An advocate of counter fraud, bribery and corruption initiatives and vision of ‘working together to find and stop fraud’.

Changes to the UK’s Immigration following the UK’s departure from the EU

Please note there is now a new immigration system which will apply to people arriving in the UK from 1 January 2021, and EU citizens moving to the UK to work after this date will need to get a visa in advance.

EU citizens applying for a skilled worker visa must now show they have a job offer from an approved employer sponsor to be able to apply.  Currently, the Coal Authority is not an approved employer sponsor, so we will be unable to employ any new EU citizens wishing to work in the UK after 1 January 2021.

EU citizens who were already living and working in the UK before 1 January 2021 may continue to do so, providing they meet all the requirements and they apply to the EU Settlement Scheme before 30 June 2021.  This will mean that they can continue to live the UK after 30 June 2021.  If you are an EU citizen who has lived in the UK for many years or you have a permanent residence document, you still need to apply.
